About this file
This file is an amended Questions and Responses document addressing inquiries from offerors regarding the FEMA Region 6 FRC Ground Level HVAC and Roof Replacement project (RFP 70FBR626R00000016). The document clarifies technical and administrative requirements for the firm-fixed-price construction project located at 800 N. Loop 288, Denton, Texas 76209, which involves approximately 3,000 square feet of roof membrane and insulation replacement, rooftop HVAC unit removal and replacement, HVAC ductwork and electrical connections, Metasys system integration, testing and balancing, material disposal, and closeout documentation. The solicitation is a 100% Women-Owned Small Business (WOSB) set-aside and applies two NAICS codes: 236220 (Commercial and Institutional Building Construction, $45 million size standard) and 238220 (Plumbing, Heating, and Air-Conditioning Contractors, $19 million size standard).
The Questions and Responses format addresses specific concerns raised by potential offerors regarding project specifications, technical requirements, compliance obligations, and other solicitation details. This amended version supersedes prior versions and provides official government clarifications to ensure all interested parties have consistent interpretation of the solicitation requirements. Offerors must review all amendments, maintain current SAM.gov certifications and representations, and submit complete proposals including all required deliverables, forms, certifications, price schedules, technical materials, and solicitation attachments in accordance with Section L of the RFP.

Sheet1 Ground Level HVAC & Roof Replacement
| Item No. | Question | Answer |
| 1 | What minimum R-value is required for the roof? | R-35 to R-38 continuous insulation is preferred. |
| 2 | The evaluation criteria under Best Value Tradeoff do not state how the tradeoff will be made. Can the Government clarify? | The Government will review the solicitation language and issue an amendment if clarification is required. Offerors shall refer to the evaluation criteria stated in the solicitation and any subsequent amendments. |
| 3 | The 150-mile radius requirement is ambiguous, discriminatory, and restrictive in accordance with the FAR and may result in a protest. Can the Government clarify or revise this requirement? | The Government will review the 150-mile radius requirement to determine whether clarification or revision is appropriate. Any changes will be issued by solicitation amendment. |
| 4 | The solicitation does not distinguish between price reasonableness and price realism. Can the Government clarify whether price reasonableness, price realism, or both will be evaluated? | The Government will clarify the intended price evaluation methodology in the solicitation or by amendment, as applicable. Offerors shall follow the solicitation instructions and any subsequent amendments. |
| 5 | Under FAR 15.101-1, the tradeoff process is not clear as to what is being traded off. Can the Government clarify? | The Government will review the tradeoff language and clarify the basis for tradeoff, including the relationship between price and non-price factors, if needed. Any clarification will be provided by amendment. |
| 6 | I am requesting additional time to put together a solid write-up for a Seven Factor Solicitation. Will the Government extend the proposal deadline? | The Government will consider the request for an extension. If an extension is granted, the revised due date will be issued by amendment. |
| 7 | FAR 15.304 requires the Government to list the relative importance of evaluation factors, which was not listed. Can the Government provide the relative importance of the factors? | The Government will review the solicitation to confirm whether the relative importance of the evaluation factors is adequately stated. If additional clarification is required, the Government will issue an amendment. |
| 8 | In accordance with FAR 15.101 and FAR 15.304, how will the Government state how the non-price factors, when combined, will be compared to price? | The Government will review the solicitation language and clarify the relationship between the non-price factors and price, if required. Any clarification will be provided by amendment. |
| 9 | Can the Government clarify its tradeoff methodology? | The Government will review the tradeoff methodology stated in the solicitation and provide clarification or amendment, if necessary. Offerors shall rely on the solicitation and any amendments for the final evaluation methodology. |
| 10 | Is the 45-day performance period applicable only to the roof replacement, or does it also include the HVAC replacement? | The 45-day period of performance is for the full project, including the roof replacement and HVAC replacement. If the offeror believes additional time will be required, the offeror may request additional time in its proposal. |
| 11 | Is the contractor expected to provide design services by a licensed Professional Engineer? | Yes. The design needs to be completed by a licensed Professional Engineer. |
| 12 | Can FEMA provide as-built drawings for the HVAC project to determine HVAC loads? | FEMA does not have electronic copies of the HVAC as-builts. The awarded contractor may review the paper blueprints available on-site to determine whether relevant documentation is available. |
| 13 | Will the 5-ton unit need to be multizone? | Yes. FEMA prefers a multi-zone unit. The offeror should explain the proposed use of 3-ton or 5-ton units to the Government in the PWS included with its proposal. |
| 14 | Is the replacement 5-ton RTU serving the mailroom required to have a SEER rating of 18 or higher? | Yes that is what we are requiring on the SOO. But this can be sized down to a 3-ton if your mechanical engineer believes that is the best size. In the SOO it states to have a 3 or 5-ton unit in the two locations. |
| 15 | For the Native Nations Room, may the SEER 18+ HVAC system be a split system, or is a multi-zone system specifically required? | Yes Multi-zone |
| 16 | Can FEMA confirm whether 208/240V power is available at any of the electrical panels serving the HVAC equipment? | Yes, but this can be verified by the contractor that wins the award. |
