Solicitation Number 70FBR626Q00000001 Responses to inquiries from vendors

Question #1: Can this contract still be applied for?

Answer: Yes, the RFQ deadline has being extended to 12:30 CT on Friday, October 17, 2025.

Question #2: Would FEMA allow us to submit equivalent models from other manufacturers, as long as they meet all the specifications and perform the same?

Answer: Yes, FEMA allows the submission of equivalent models from other manufacturers, provided they meet all the specifications and perform the same as the items listed in the approved product list. However, the contractor must submit substitution options and their associated costs for approval prior to final order fulfillment (see Section 3.1 of the Statement of Work).

Question #3: Should we include sales tax in our pricing, or is that not necessary because of FEMA's federal purchasing status?

Answer: It is not necessary to include sales tax in your pricing. As a federal agency, FEMA is exempt from state and local sales taxes. Ensure that your pricing reflects this exemption.4

Question #4: If actual shipping costs end up being higher than estimated, would it be okay to invoice those separately after delivery?

Answer: Invoicing for Higher Shipping Costs: FEMA has included a shipping bu er in the solicitation to account for potential unanticipated shipping costs. Contractors are required to include all estimated shipping and transportation costs as a separate line item in their pricing proposal. However, the shipping bu er is intended to cover unforeseen costs, and FEMA expects all costs to be accounted for upfront. Invoicing for additional shipping costs after delivery would not align with the solicitation requirements unless explicitly approved by FEMA in advance.

Question #5: Could you please confirm the correct quantities and provide the missing Column C reference or any supplemental attachment that includes those details?

Answer: Please find a validated copy of the pricing list attached for your convenance.

Please be sure to submit this with your firm’s quote package.

Question #6: Can you evaluate the acceptability of a proposed substitution prior to the deadline.

Answer: At this stage, I cannot confirm the acceptability of specific substitutions prior to the quote submission deadline. Please submit your quote in accordance with the SOW and attached pricing list, noting any proposed substitutions for items not available as specified. Those will be reviewed during the evaluation phase for compliance and technical acceptability.
