This requirement refers to the need for Contract
Level II Armed Security Guards to provide security services at disaster-related sites and facilities in several counties within the State of North Carolina. The primary role of these security guards is to safeguard federal employees, visitors, and federal property at both temporary and fixed facilities. These services are contracted by the Federal Emergency
Management Agency (FEMA) during times of disaster and emergency declarations to ensure the protection of personnel and assets. Counties
Included: Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes, Yancey. Specifically, the security services are in support of disaster declaration DR-4827-NC, which was triggered by Hurricane Helene.
All interested companies shall provide proposals for the solicited services described in
Attachment 1 (Statement of Work) and Attachment 2
(Pricing Worksheet).
This Contract has a Base Period of Performance of
3 months from 1 January 2025 to 31 March 2025 and
Two (2) 3-month Option Periods.
Option 1 is from 1 April 2025 to 30 June 2025
Option 2 is from 1 July 2025 to 30 September 2025

There were 20 questions received on the solicitation - the questions and answers are provided below to ensure everyone has the same information.
The solicitation has CLINs 3001 & 3002 a 3rd option - this has been removed - There is no 3rd option - also the pricing sheet has a typo on
CLIN 2002 the correct number of hours is 7803 as stated on the 1149 - the final piece of information is the number of Guards say 75 - this number fluctuates daily. Currently on the short-term action there are over 100 guards. We have been as high as 150 Level two Armed Guards.
1. Is this a new requirement or an ongoing requirement? Yes.
2. If it is an ongoing requirement, does FEMA face any challenges currently? See 1.
3. Are there any significant changes to coverage between the previous contract and this opportunity? See 1.
4. Are all officer positions fully staffed? What is the hourly pay rate for each position and the hourly bill rate for the incumbent company? See

5. Will there be any required training for guards prior to covering shifts at the various locations? Like orientation/site-specific training? If so, are these hours billable to the
Security Guards for FEMA in addition to the set hours mentioned in the solicitation? See SOW 4.1.
6. How many Supervisors are currently in place?
This changes from day to day and locations. See

7. Beyond the state and federal minimum wage, is there a prevailing wage, living wage ordinance, local mandated wage, or contract-specific wage?
Wages must meet or exceed the current executive order. See FAR 52.222-55.

11. Are guards allowed to work on-site if they have passed our background check and submitted paperwork to the Department? See 10.
12. When our guards are placed on site, please break down the background process that will be required for them to work in the department (for example fingerprints first, walk-in appointment, EQIP, Flash card or PIV, the timeframe it takes to get through background, etc.) See 10.
13. Will the government provide a debriefing upon request to the contractor after the award? Yes.
14. Does the department anticipate any additional position applicable to this solicitation?
Unknown.
15. When is the Department anticipating awarding this solicitation? When bids close and Legal reviews are completed.
16. The quantities listed for CLIN 002, CLIN 2001, and CLIN 2002 in the Excel sheet do not match the quantities provided in the SF 1449 form included in the RFP. Should we base our proposal on the quantities in the Excel sheet or those in the SF 1449 form? There is a typo on CLIN 2002.
(7803 is the correct number of hours).
17. The SF 1449 form also includes two additional line items for Option 3 that are not mentioned in the Excel sheet. Are we required to provide pricing for these additional line items as well?
Option 3 was removed, typo.
18. Can the page limit be increased from 20 pages? No, server capacity.
19. What is the estimated number of level II Security Guards and what labor hours are required per day? See SOW.
20. there’s is a pretty sizable inconsistency in the number of personnel needed by Jan 1. It states 75 people on the RFQ however, the hours listed monthly, add up to over a 100 personnel.
The required personnel number is based on a 12 hour work day for each officer/7 days a week. A company can determine how they want to staff the officers as example one officer working (6) hours per day would require 150 officers based on our requirements.
