Questions and Answers

The following is a list of questions and answers – this is provided so that all offerors are provided the same information. It is possible that an individual offeror asked the question and since the original response things have changed. This posting supersedes all other correspondence.

1. Q. Can the page limit be increased from 25 pages.

A. The page limit has been removed.

2. Q. Are Security Guard companies expected to register all guards working under FEMA contract with the North Carolina PPSB certification board? If so, are there contingencies in place to account for delays and backlogs on background checks (all BGI's go through the same third party) and the certification process through the state?

A. FEMA will conduct Background checks at the Federal level. All guards are expected to comply with all state and local requirements for being an armed guard in the State of North Carolina including firearms certification and background checks as required by the State of North Carolina. No contingencies in place for State or Local delays as there is an immediate need for the guards.

3. Q. Will guards be allowed to work unarmed in any capacity and/or while waiting on the state certification to return?

A. NO

4. Q. What is the expected phase-in timing? North Carolina certification and/or validation can be time consuming.

A. The requirement is immediate. There is no phase in period or period to gradually move officers in position as they clear local standards of the State of North Carolina.

The federal vetting process for FEMA will take place immediately.

5. Q. Will this requirement for security guards be awarded to one company or more than one company?

A. This submitting a single proposal. will be awarded to one Vendor – that does not preclude companies from submitting combining and

6. Q. Will guards be allowed to utilize Responder Base Camps or Responder Housing for this effort?

A. On an extremely limited bases – it may be possible for the guards that are assigned to the responder camp – but that will have to be worked out during negotiations with the vendors that ask that question -but again on a very limited basis. Very limited and not guaranteed.

7. A. How may guards do you need and what is the estimated number of level II Security Guards and labor hours are required per day.

B. Currently the solicitation says minimum of 40 that number is increased to 75 and 800 hours.

8. Q. Is this contract Net 30

A. Yes – unless you are in special small business categories such a 8A – then we can authorize bi-monthly payments

9. Q. Could you please share how much was paid to the previous company or companies that provided similar armed security services in disaster or emergency-declared facilities?

A. Every disaster is different the lowest price I’ve awarded was $43.13 per hour and the highest was $73.18 – but location and conditions makes a big difference.

10. Q. Regarding the requirement to list weapons by manufacturer, model, and serial number (also known as the Master Authorization List - MAL), does this need to be included in the proposal, or can it be submitted later, if the contract is awarded?

A. Must be provided with your Proposal.

11. Q. For references, can we submit those without contract numbers, as long as they still meet all the necessary criteria outlined in the RFP?

A. Yes – just need the customers info for verification.

12. Q. Regarding the requirement for "Proof of one-month’s payment as certified by the

Offeror’s banking institution," would a Bank Statement or Bid Bond suffice as valid documentation?

A. A certification from your financial institution is acceptable.

A. Yes

14. Q. What is the minimum insurance requirement for companies to qualify for this bid?

A. No limit was specified – send a copy of your policy.

15. Q. Is it permissible to submit proof of insurance after the contract has been awarded, rather than with the initial application?

A. No – must be with proposal.

16. Q. Specific Guard Numbers for Each Location: While the Disaster Recovery Centers will each have 1 guard, could you confirm the exact number of guards required for the other facilities such as the responder housing and the staging yard?

A. this varies depending on the site and the conditions.

17. Q. Exact Start Date: Please clarify when the guards are expected to begin their shifts so we can ensure timely deployment.

A. we hope to have this awarded and work to start on the 21 of October

18. Q, Is it required that if companies are requiring guards to travel over 50 miles from their residence then they are required to provide per diem and lodging per GSA and SCA guidelines?

A. The Price per hour is all inclusive of all required Federal, State, and local laws. The contractor is required to be in compliance with all Federal, Local, and State laws and pricing per hour shall be all inclusive.

19. Q. Will guards be allowed to receive hazard duty pay as a requirement?

A. Not from FEMA as a separate charge – your proposal price should be all inclusive.

20. Q. For all equipment worn by security guards, is a certificate of training required to be included in the bid proposal? (Pepper Spray / Baton).

A. That equipment required is provided in the Statement of Work and any and all training that is required for the equipment by Federal, State or Local laws is the responsibility of the contractor. The contractor is required to follow the terms and conditions of the contract which include compliance with all applicable laws and regulations.

A. Attachment M is correct – it has additional information.

A. CPARS is always reviewed, however is does not always include important details such as size and scope – Suggest you provide the details and contract numbers.

A. There are 4 attachments added in SAM.GOV Section L, Section M, a listing of all the

Counties declared, and a Map showing those counties, and the Statement of Work.

Section L, M, and the SOE list all things required to be submitted and contain important information.

24. Q. Would the Government allow a larger Waiver for State licensing (30days).

A. No – this is a State issue.

25. Q. Would the Government allow for a waiver on the OPIV Card Requirements?

A. No – This is a FEMA Requirement that all Guards are to be vetted.

26. Q. The North Carolina Government website states that “Out of State security card credentials are not valid in N.C. would the Government confirm that N.C. has no reciprocal agreements with respect to state Licenses.

A. No this is something the Offeror should research.

27. Q. Contractors should allow for guard mount time, but it does not specify how much time guards should be given. Would the Government confirm that 10-15 minutes is sufficient?

A. Guard Mount time is not a specific set amount of time, but the time needed and required to familiarize the officer with his Post Orders, duties and responsibilities before taking Post.

28. Q. Would the Government confirm that the items “when deemed necessary” under section 7.1 will be direct billable to the contract under a separate cost reimbursable CLIN. If not, would the Government identify the quantity that should be incorporated into the firm fixed price.

A. No separate CLIN. Your proposal price should be all inclusive, we will not dictate means and methods, that is for the offeror to determine.

29. Q. Will FEMA accept DHS FPS Suitability for the requirements identified in Section 17 FEMA Suitability / Personal Security of the RFQ?

A. FPS Suitability meets FEMA suitability requirements.

30. Q. At what Point does the contractor personnel need to have a PIV/FAC card? Do contractor personnel need an active PIV/FAC card prior to arriving to the DRC, or can the process be completed when/while they are on site?

A. For the first (14) days vetting can be conducted on site on an emergency basis with same day returns on vetting back to FEMA.
