Sheet1 Comment Matrix

Document Name (Solicitation, Attachment # 1, Attachment # 2, etc.)Page #Start Line #End Line #CommentResponse
Statement of Work1Can AMHU's be built out of shipping containers? No they cannot. They are to be "stick built" residences used as a permanent dwelling.
Statement of Work1Do the AMHU's have to be on wheels? No they do not, only transported to the site and installed on cinder block piers.
Statement of Work4Item# 0004If shipping containers can be used, can the furnishing sizes desribed on pages 20-27, be smaller to fit the shipping containers? I included a few images of our shipping containers housing units.Shipping containers cannot be used.
Statement of Work4Item# 0007Do the lots already have water, sewer and electrical hookups, where only hooking up to them to them is required? Or is the Contractor responsible for real estate development work to have the water, sewer and electrical installed to each lot?The development of the infrastructure will be the responsibility of FEMA. At award, vendor specifications will be provided to our contractor for construction.
Statement of Work4Item# 0009Do you have any foundation requirements or engineered foundation designs in which we can bid from? This assumes that "piers built from solid concrete block" may not be used as described on page 9, Item # 0002.There is no engineered foundation requirements. The piers should meet the SOW requirements on page 4, Item # 0007.
Statement of Work4Item# 0009With the contractor being responsible for foundation permits and installation, can you provide the lot addresses? This will allow the contractor to bid properly. If this not possible, can the contractor's bid have an allocated amount for this item and any over that allocation would be an additional expense for FEM to cover or reimburse?at this time the proposed property acquisition has not been completed. At completion of the acquisition, we will be able to give you the site address. Once construction of the pads have been completed, we should be able to provide individual pad 911 addresses. Additional allocated funding for permitting will be at the contracting officers determination. Please refer to the SOW page 4, Item # 0009.
The price sheet is showing AL and a different type of homeCorrected and added to the attachments
Can we get addresses of building sites for better quote for infrastructureWhen rights to the property have been acquired.
Any MOB Fees??If this is questioning the possibility of mobilization fees, the vendor is responsible for all fees required to deliver units to the determined site and place on pads.
Can FEMA get all permits?? Will speed up waiting timesAll fees should be included in the proposal. FEMA will not be responsible for requesting and paying for any permits.
What are the sub contracting requirements??Any contractor/individual/subcontractor other than FEMA will be required to follow guidance per SOW page 16 item numbe 14. "Facility Access"
Are we moving/returning the units after use??Once the units are installed, they will not be removed.
The posting for the three-bedroom homes are asking for a minimum of 1248 sq ft. and no larger than a 16x80. A 16x80(76 box) is only 1216 sq. ft. including eves and overhangs. I guess the question is are you asking for an oversized singlewide, as in a true 16x84(80 box) totaling 1280 sq ft. Also note 84-foot chaises are in short demand, which could cause a supply chain issue. This is a convential construction home, not a mobile home, and the square footage should meet the specifications
I can take them to a local storage facility which would involve moving them a second time adding cost, or take them straight to site. To have the ability to take them straight to site would be a more involved process but less costly. Having knowledge of where they were going would be key in direct delivery scenario. Do you want me to price them both ways?Pricing should be determined by shipping units directly to a prepared pad (FEMA provided). We do not currently have a confirmed address, but one will be provided when secured.
Solicitation Document 2.1.1+70FBR423R0000002216B.7Please confirm that the BPA award may be issued, but an order to deilver a "unit(s)" may not be placed?BPA award will be issued, A separate Order will be issued based on requirement
Solicitation Document 2.1.1+70FBR423R0000002219B.12(b)Can the monthly invoices include partial payments for units under construction? Or are invoices only paid for completed, delivered and installed units?Monthly invoices will be based on a completed, delivered and installed units
Notice ID: 70FBR423R00000022I noticed place of performance must be in Kentucky. Can I manufacture the units elsewhere but have a dedicated facility and/or lot in Kentucky to store, ship and have ready units for delivery? This is a local set-side and offorer residing or doin business primaryly in the area are elegabel to compete.
Solicitation Document 2.1.1+70FBR423R0000002219B.12What is the average turn around time to process approved invoices?Approved Invoices are paid with 15 days.
Solicitation1659When does the 6 month period of performance begin? The 6 month period of performance will begin after the evaluation process is concluded and the award is made.
Solicitation1659When does performance period end?The period of performance ends after one year if all option periods are exercised.
Solicitation173241If awarded the contract, are we delivering the home from the manufacturing facility directly to the final construction site? If not, please explain.Delivery of AMHU's will be delivered directly to the final construction site.
Attachment #24?2123Our 3 bedroom, 16x80 box home comes built with a 6 foot covered porch. That floorplan will not allow for 1248 square feet of living space. It will allow for approximately 1152 square feet. Is this acceptable?Yes, it is acceptable and the unit must all other specifications.
Attachment #282426This line indicates that the first 10 units must be delivered within 4 weeks of the contract award. On page 1 of the SOW, line 25-26 states that units must be able to accommodate dilivery time of no less than four (4) weeks from contract award. Which statement is correct?Units must be delivered within 4 weeks after a call order is issued.
Attachment #1allallallThis attachment refers to a scope of work not referenced in any other supporting documentation. Do we need to be prepared to deliver any AMHU's to Selma AL or to provide transportation of any kind from Cumberland MD?Attachment #1 will be updated and the delivery of AMHU's will not ne required for delivery to Selma, AL or Cumberland, MD.
