RESPONSE: There is no such “volume” mentioned in this Solicitation; Price must include a detailed breakout of costs as specified in Section L of the solicitation

RESPONSE: Via email to the POCs listed.

Does the government want the contractor to provide a lump sum amount on page 2 and page 4 of the contract form?
RESPONSE: Yes. NOTE: A complete breakout of costs should be submitted separately according to the terms and conditions.

How many extra pages can we include for the description of each project?
RESPONSE: There is no page limit.

Can the Prime contractor use Past performance examples of project performed by major subcontractors/team members?
RESPONSE: No. Must be work performed by the Prime contractor.
A. The spec calls out 480 and 208V in different sections. Please verify the voltage.
B. Information on the current battery system

REQUEST FOR INFORMATION (RFI)
70FBR422R00000006 – UPS SYSTEM REPLACEMENT
RFI 1: UPS Disposal - please clarify if the old UPS is to be disposed of by the contractor or turned over to FEMA to be disposed of.
RFI 1 Response: The existing UPS shall be disposed of by the contractor that receives the award for the UPS replacement. IF there is a need to replace the existing battery cabinet then the contractor shall properly dispose of the batteries and provide FEMA with the documentation of the batteries being properly disposed.
RFI 2: Output to 200A disconnect- please advise if it is acceptable to provide replacement 200A breaker within the replacement maintenance bypass cabinet; new bypass would be 3 breaker wraparound 408V & also contain the 208V disconnect breaker (200A UPS feed to Panel DP4).
RFI 2 Response: This is acceptable and preferred. If this is not incorporated into the bypass cabinet then the existing breaker/disconnect that is currently mounted to the UPS cabinet will have to be mounted to a Unistrut stand to support the breaker disconnect.
RFI 3: Current battery over current in the cabinets.
RFI 3 Response: Answer can be referenced in the GE Technical Data Sheets on page two under the heading of Inverter – Overload Capability (on inverter) and Short Circuit Capability (on inverter). Under Data SG Series (KVA) Maximum Output Current @ 0.8PF{A}
RFI 4: What type of trip on the battery breaker? UVR, shunt trip?
RFI 4 Response: Answer is UVR. There are no shunt trip devices installed for the existing UPS.
RFI 5: We assume that all new equipment will have to be commissioned, are there any other pieces of equipment that will have to be function tested in conjunction with the new equipment? If so, what specific pieces of equipment are to be included in the function tests?
RFI 5 Response: Only new equipment will need to be tested including the bypass cabinet.
RFI 6: Does the government want a 480V system or a 208V system? Both are listed in the overall documents.
RFI 6 Response: The government wants a replacement with the same input and output voltage as the existing unit. The input and output voltages are displayed in the Equipment specification sheets that were uploaded for reference.
RFI 7: What is the “current load” where we would calculate the +15% on the 15 minutes of runtime?
RFI 7 Response: The last UPS service report dated 6/8/21 indicated that the 80KVA UPS was loaded 19%. There has been no significant load added to the UPS since that inspection.
RFI 8: Display on the UPS shows zero load.
RFI 8 Response: The current UPS has failed and is currently in a bypass mode. The last service report dated 6/8/21 indicated 19% loaded.
RFI 9: What is the voltage of the existing batteries?
RFI 9 Response: There are (40) Batteries S12V325FL in the battery cabinet. As noted in the specifications for the equipment there are a total of 240 cells in the cabinet or 6 cells per battery. This would indicate that the batteries are all 12 volt batteries.
RFI 10: Is a drip cover required on the UPS due to the water pipes over the unit?
RFI 10 Response: Drip cover is not required.
RFI 11: Does the client want a rear exhaust on the UPS to assist with dust containment?
RFI 11 Response: Existing unit is top exhaust. Top exhaust is sufficient.
RFI 12: What are the maintenance bypass communications requirements?
RFI 12 Response: There are no external communications from the UPS to any remote monitoring.
RFI 13: Does the Maintenance bypass require kirk-key interlocks?
RFI 13 Response: Yes
RFI 14: What are communications requirements for the new UPS?
RFI 14 Response: No communication requirements for external monitoring beyond the display and alarming built into the UPS.
RFI 15: Will the government need battery monitoring?
RFI 15 Response: No
RFI 16: Does the government want a maintenance program on the UPS and if so, what are the requirements and what is the guaranteed response time?
RFI 16 Response: As noted in the “scope of work” there should be an option for manufacturer recommended maintenance of the UPS including the battery maintenance. There was not a stipulated response time in the SOW. IT is recommended that the on-site response should be no less than 24 hours.
From the photos the UPS is 480V input and output.
RFI 17: Will the government please confirm the UPS voltage?
RFI 17 Response: There were no voltage measurement for actual input/output voltages for the existing UPS.
RFI 18: What are the width and depth of the existing UPS?
RFI 18 Response: Reference model number of existing for dimension specifications. Site visit was extended and recommended for contractors to take any measurements deemed necessary to provide an acceptable replacement option.
RFI 19: Will the government please confirm that there is 42” of depth available and that there is no rear access is needed?
RFI 19 Response: There is 42” available for UPS Cabinet width and depth. There is ample space for rear access if the equipment requires rear access.
RFI 20: The 80 kVA UPS feeds a 150 kVA transformer. Will the government please confirm that the transformer is 480V to 208Y/120V?
RFI 20 Response: A picture of the UPS Data Plate is attached to the amendment for reference.
MIS is a Maintenance Isolation Switch, not a Tie Maintenance Bypass breaker. The MIS is the UPS output breaker, not the bypass breaker.
RFI 21: Will the government please explain what is required a Tiebreaker, UPS output breaker, or bypass breaker?
RFI 21 Response: A standalone bypass cabinet to bypass UPS system to allow for Utility power to provide power to the existing critical load that is fed from existing transformer downstream of the UPS. Please note that the transformer has a breaker disconnect on the output side to isolate the transformer and UPS system that should be included in the bypass cabinet to eliminate the need for the existing breaker disconnect.
RFI 22: Will the government please give the current Manufacturer and model number of the battery and the number of battery jars?

RFI 23: What is the current load in kW?
RFI 23 Response: We can only give an estimated load from the previous inspection. 80KVA UPS that is 19% loaded.
RFI 24: How long have the batteries not been charged?
RFI 24 Response: Batteries and new cabinet were installed 10/29/21. Please note that the batteries have never been fully charged due to additional UPS issues that were identified post battery installation. The output breaker for the batteries has remained in the open position to ensure that there is no load on the batteries.
