Given that this procurement will result in a stand-by services contract with no readiness tasks or funding identified in the Draft RFP, requiring offerors to guarantee availability of key personnel is a significant challenge due to other commitments and requirements needed to keep staff engaged in meaningful work when not deployed on a DHAT support mission. Please clarify whether FEMA will be issuing any readiness task orders to support the key personnel requirement, or please consider revising/removing the key personnel requirement to be commensurate with the nature of a stand-by services contract.

72-74 TS-1-6
All technical scenarios describe the scope of work to be accomplished.
Other constraints to be considered are cost and schedule. Assuming the work should be performed for the least cost, what schedule constraints (other than season) are to be considered in developing approach? For example, for all Technical Scenarios, what is the DHAT decision timeline/how long do offerors have to complete the planning for the missions?
It is expected that DHAT will have identified and collected the information necessary for official report within two weeks; followed by an additional two weeks to formalize mission plan.
Assume that the Local Authority Having Jurisdiction (AHJ) is operating normal business hours and has waived relevant permits and fees. Road access from beyond the disaster area of operation is not affected and there is available housing for the contractor workforce within a reasonable distance.
Offeror is responsible for stating any additional assumptions that are relevant for proposed approach to the technical scenario(s); submissions will be evaluated according to the factors described in section M.
Draft RFP
72 TS-1
Technical Scenario 1 indicates that little-to-no infrastructure work is required.
In the context of this scenario and specifically this sentence, what is considered "infrastructure"? In the context of this scenario infrastructure refers to the items such as water, sewer, electrical utilities (which the scenario says will be provided).
Infrastructure also includes a hard pack, or paved surface, that would require minimal site preparation prior to moving homes/units.
Draft RFP
73 TS-3
For Technical Scenario 3, adequate transportation planning will require some knowledge and information regarding the capabilities of the hauling firm.
Please provide the capabilities of a notional hauling firm.
Hauling firm capability is not important for this scenario as the route planning/restrictions are the critical issues.
Draft RFP
74 TS-3
For Technical Scenario 3, North Carolina is over 550 miles wide, Iowa is approximately 300 miles wide. Adequate transportation planning will require specific locations. Assumptions by offerors could widely impact the solution set. Please provide the specific origin and destination of the units.
Assume that the manufacturing plant is located within one mile of the interstate system and there are no issues with access to the interstate system.
Assume that all transportation permits and other requirements are being waived in North Carolina.
Draft RFP
74 TS-4
For Technical Scenario 4, what information technology capabilities and/or limitations for the client should be taken into consideration? The contractor should be prepared to either use an existing application that is developed by FEMA or should be able to provide a file containing information to be sent to FEMA in either a delimited format (FEMA would provide the specifications) or an Excel file with column headings identified including links to on line information plus provide in a PDF format any information that is available in hard copy only.
Draft RFP
80 M.3 Factor 5 The paragraph under "Price of Technical Approaches" indicates there are five technical scenarios instead of six. Please clarify the number of Technical Scenarios to be addressed. Six
