Direct Housing Assessment Team and Mission Planning Support

TECHNICAL SCENARIO ONE (TS-1): TTHU Emergency Site Planning Support

A hurricane has devastated a coastal state and FEMA has deployed the Direct Housing

Assistance Team to determine if there will be a federally funded direct housing mission, if a presidential disaster is declared. FEMA has asked you to identity 4 potential emergency group sites (EGS). An EGS is an expedient measure where above-ground utilities are installed to

TTHU’s – usually TT or RV – in an open field or parking lot that requires little-to-no infrastructure work. Sanitary bladders are centrally located for a set number of units, and potable water and electric power are brought to the units under a centralized meter system.

Use the following assumptions:

Each site will have no more than 30 units/homes

6 units need UFAS-compliant ramps or platform steps for AFN accessibility

Requirement:

Provide a narrative detailing your organization’s process, procedures, and the technical approach for this task. The narrative should include the type of resources/procedures required, an estimated schedule, labor hours by labor category, and a brief description of the expected deliverable(s). The narrative may include charts, graphs, and tables or other items that enhance the reader’s understanding of the technical approach.

TECHNICAL SCENARIO 2 (TS-2): Review and provide a detailed response that addresses each element of FEMA requirements as outlined in the Statement of Work (SOW).

Your organization has been tasked with providing support to FEMA’s DHAT missions. The

Agency has asked your organization to review the current technical portions of the SOW and provide advice as to what should be improved and how to make improvements. FEMA’s goal is to provide the best process for all that are involved so that FEMA provides better service and assessments.

Requirement:

Provide a narrative detailing your organization’s process, procedures, and the technical approach for this task. The approach must be consistent with your organization’s PWS and the labor categories that you have submitted that will become part of the awarded contract. The narrative should include the type of resources/procedures required, an estimated schedule, labor hours by labor category, and a brief description of the expected deliverable(s). The narrative may include charts, graphs, and tables or other items that enhance the reader’s understanding of the technical approach.

TECHNICAL SCENARIO 3 (TS-3): Transportation Planning

Your organization has been tasked with identifying all the requirements and routes the manufactured homes being used in a FEMA temporary housing mission will travel from the manufacturer in Iowa to the disaster location in North Carolina. Plan a main route and a contingency route for the MHUs to travel and identify the different requirements and other data needed as listed in 5.3.3.4 of the SOW. Also identify potential issues that would hinder the delivery.

Use the following assumptions:

There are 100 manufactured homes to be delivered, 50 – 1 Bedroom, 30 – 2 bedroom and

20 – 3 Bedroom units.

All MHUs are the standardized size from the Manufacturer.

All highway infrastructure is intact and useable.

The current season is late fall (October).

TECHNICAL SCENARIO 4 (TS-4): Data Management and Info Sharing

FEMA has tasked your organization with providing detailed information on points of contact for state and local authorities, and other information necessary from the installation perspective.

TECHNICAL SCENARIO FIVE (TS-5): Mission Planning for Direct Housing, Limited Area

FEMA has tasked your organization with canvassing a disaster area immediately after declaration, in order to determine the following characteristics:

General percentages by town and/or county of homes destroyed and heavily damaged

Availability of utilities in the affected areas

Availability of commercial mobile home park pads for installation of FEMA TTHU’s, to include 200-amp electrical service and other utilities meeting codes

Contact information for key points of contact in each affected jurisdiction – mayor(s), county executive, floodplain coordinator, code enforcers/building inspectors, 911 coordinator(s), postmaster(s), etc.

Willingness of affected and neighboring communities to allow FEMA TTHU’s in private yards and/or in group sites

Use the following assumptions:

One county has been declared eligible for Direct Housing assistance.

There will be approximately 70 manufactured homes to be installed at private sites.

Approximately 30 additional units will be installed at one FEMA-developed and managed group site.

All MHUs are the standardized size from the Manufacturer.

All highway infrastructure is intact and useable.

Floodplain information is made available to the team so they may focus their efforts.

The current season is late fall (October).

Requirement:

Provide tables and a narrative detailing your organization’s process, procedures, and the technical approach for this task. The narrative should include the type of resources/procedures required, an estimated schedule, and labor hours by labor category, and a brief description of the expected deliverable(s). The narrative may include charts, graphs, and tables or other items that enhance the reader’s understanding of the technical approach.

TECHNICAL SCENARIO SIX (TS-6): Mission Planning for Direct Housing, Large Area

FEMA has tasked your organization with canvassing a large disaster area immediately after declaration, in order to determine the following characteristics:

General percentages by town and/or county of homes destroyed and heavily damaged

Availability of utilities in the affected areas

Availability of commercial mobile home park pads for installation of FEMA TTHU’s, to include 200-amp electrical service and other utilities meeting codes

Contact information for key points of contact in each affected jurisdiction – mayors, county executives, floodplain coordinators, code enforcer/building inspectors, 911 coordinators, postmasters, etc.

Willingness of affected and neighboring communities to allow FEMA TTHU’s in private yards and/or in group sites

The locations of potential MLRP (multifamily lease & repair program) properties to use as housing for applicants (Qualifying properties would be existing vacant multi-family units needing repairs within an economically-defined range of costs, and would rent to

FEMA for reduced cost for applicants to reside there).

Find and note commercial mobile home and recreational vehicle sales lots in the affected area, in case Off-the-lot purchases are needed for the recovery.

Use the following assumptions:

Ten counties have been declared eligible for Direct Housing assistance.

Damage models predict 2000 Direct Housing needs, of which 1000 households will find their own solution.

Approximately 70% of manufactured homes are to be installed at private sites.

Approximately 30% of units will be installed at four FEMA-developed and managed group sites.

All MHUs are the standardized size from the Manufacturer.

All highway infrastructure is intact and useable.

Floodplain information is made available to the team so they may focus their efforts.

The recovery will occur in the fall (September - November).
