About this file

This is a Questions and Government Responses document for FEMA Solicitation No. 70FB7026R00000035 addressing contractor inquiries regarding truck tire, trailer tire, installation, and mounting services at the FEMA facility in Denton, Texas.

Key clarifications provided include: all tires must be American brand and manufactured in the USA, with compliance verified through sidewall labeling or DOT plant identification codes; all tires are tubeless and do not require tubes, though valve stems and related accessories are required per the Statement of Work; offerors must price all service lines including lines 15-19 using their labor rates in the pricing workbook; different tire models and treads may be used across steering, drive, and trailer positions as long as they meet USA manufacturing and size specifications; service trip line 19 represents an estimated number of trips within 120 days with billing expected for every trip performed; equal balancing powder is approved for tire balancing; no specific format is required for past-performance references within the two-page technical limit; both technical proposals and Excel pricing attachments must be submitted to both solicitation contacts; successful offerors must have an active SAM registration before award, not necessarily at proposal submission; and this is a brand-new project with no incumbent or recompete involved.

TRUCK TIRES, TRAILER TIRES, INSTALLATION & MOUNTING - Denton, TX

SOLICITATION NO. 70FB7026R00000035

QUESTIONS & GOVERNMENT RESPONSES

1. Is Equal balancing powder approved for balancing the tires?

Government Response: Yes

2. Attachment II cell H31 totals tire lines 1–14 but excludes service lines 15–19. Should offerors price those five service lines in columns G/H, and will FEMA issue a corrected workbook whose grand total includes them?

Government Response: Correct, the offeror needs to price those columns with their labor rates.

3. What evidence is required for “American brand tire and made in U.S.” compliance, and does the exception apply only to the five ST235/80R16 Load Range G tires?

Government Response: The tires will be labeled on the side wall that they are made in the USA. Or the first two to three characters immediately following the "DOT" label identify the exact manufacturing plant where the tire was built. All the tires in this contract will need to be made in the USA.

4. How should unspecified tubes and related accessories be priced?

Government Response: All tires are tubeless and do not require tubes. All other accessories such as valve stems are required per the SOW.

5. Should service/trip line 19 include every trip needed within 120 days, and is there an estimated or maximum number of trips?

Government Response: This is an estimate depending on the vendors’ capabilities and efficiency. The vendor would be expected to bill for every trip which could be multiple trips.

6. May different tire models/treads be used for steering, drive, and trailer positions while minimizing manufacturers?

Government Response: Yes, as long as the tires are USA made and the correct size, models and tread types are open to what is available for the vendor.

7. Is there a required number or format for past-performance references within the two-page technical limit?

Government Response: No formal format but discuss past performance or business experience.

8. Should the technical proposal and Excel pricing attachment be emailed to both solicitation contacts?

Government Response: Yes. Per the instructions, both proposals shall be submitted to both solicitation contacts.

9. Must SAM be Active at proposal submission or only before award?

Government Response: Successful Offeror must be active before award.

10. Is there any incumbent/recompete or this is a brand-new project?

Government Response: No.
