SELF- HELP TARPS IDIQ RECOMPETE – VENDOR QUESTIONS
Q1. Does this RFP require full compliance with the Buy American Act (BAA), or are there any waivers or exceptions?
A1. The Buy American Act does not apply to this requirement.
Q2. What specific BAA requirements or standards are expected for the products/materials in this RFP?
A2. See answer to question 1 above.
Q3. Is there a minimum domestic content threshold that applies to this procurement?
A3. Section E of the SOW states “The contractor shall have a one-time surge capacity for each emergency response, to deliver 3,000 self-help tarps within 72 hours of order, and a prolonged surge capacity of 50,000 every 30 days until all requirements are met. The max quantity order shall not exceed 50,000 self-help tarps per delivery order.”
Q4. Are there any countries of origin that are specifically allowed or restricted under this RFQ?
A4. No, as long as the Tarps meets the specifications in Section D.
Q5. How will compliance with the BAA be verified and documented?

Q6. Will price evaluation adjustments be applied under the BAA, and if so, how?

Q8. How should suppliers handle components or materials that may be sourced from non-compliant countries due to availability or cost constraints?
A8. No supplies from non-compliant countries apply
Q9. Are there any required disclosures related to the origin of materials or manufacturing locations in the bid submission?

Q10. Will the government require third-party verification of BAA compliance?

Q11. FEMA states in the Draft SOW paragraph A, page 2 that the purpose of the self-help tarps is to cover small areas of roof damage. Since FEMA recently updated its specifications for plastic sheeting used exclusively in the U.S Army Corps of Engineers Roof Repair program (Operation Blue Roof), can a prospective vendor or supplier quote plastic sheeting in lieu of the woven material in the SOW?
A11. Not applicable. Self-Help Tarps and Plastic Sheeting are different products for different circumstances.
Q12.If not, why is FEMA specifying two types of roof repair material when the industry standard for temporary roof repair is string reinforced plastic sheeting?
A12. Please follow the specifications in section D of the SOW. Plastic sheeting is used mostly for roofs (large areas). Tarps can be used for roofs and everything else (small areas). Tarps and plastic sheeting are different products for different circumstances.
Q13. I wanted to inquire whether FEMA would consider establishing a minimum task order amount that would allow contractors to purchase and store a bulk supply of tarps in advance of a disaster. This approach would ensure that we have the necessary tarps readily available when the need arises. Currently, we are unable to store such a large quantity of tarps unless they are purchased by the customer in anticipation of delivery.
A13. There is no need to establish a minimum task order quantity. Section E, #3 of the SOW identifies what each vendor is required to deliver.
