OUTBOUND MAIL OPERATIONS

1) What is the reason that the Government requires Multi-line Optical Character Reader
(MLOCR) for sorting instead of digitally organizing the information and sending forward in the process to CASS?
Response: The incumbent contractor uses MLOCR and this is our legacy system. There was no plan to upgrade to a newer system at this time.
2) Is there a reason why the Government still uses OMR rather than the more
Sophistication 2D system?
Response: The incumbent contractor uses OMR and this is our legacy system. There was no plan to upgrade to a newer system at this time.
3) What is the FEMA’s current print format (Post Script/mail utility software) manufacture, product name and version?
Response: We use our Mail Utility Module (MUM) to process mail. IBM was the manufacturer of this system. The version number is 1.07.00.00.53
4) Are all or what portion of the letters to be printed monochrome or Color?
Response: FEMA only requires printing in monochrome/black and white.
5) Would you share a sample (PDF) of an outbound mail piece?
Response: See the attached Sample Letter
6) Please provide metrics showing the daily outbound mail volume for 2019 and 2020?
Response: See the attached Historic Data
7) What percentage of the outbound mail is letter mail vs. larger than letter mail?
Response: We have previously done larger than letter mail, but currently we are only doing letter size mail in number 10 envelopes.
8) Please correct the size standard for NAICS 561431 – it should read $16.5 Million.
Response: The NAICS size standard has been updated.
