5Proposal RequirementsA266TechnicalPlesae explain the details of the requirement to "provide tactical fixed wing air support to and from the islands in VIPR."Tactically support is defined as intra-theater island movements. More specificallly, from PR to USVI air operations.
6Proposal RequirementsA264ContractCan experience of teaming partners be included as part of submission for Factor 1: Demonstrated Prior Experience?yes
7Section C: Performance Work Statement2.3195TechnicalIs there an approved list of type of transport aircraft or required aircraft? No
8Section C: Performance Work Statement3.3.1201TechnicalWill the Government provide a list of the types and levels of possible clearances that may be required in execution of this program? No specified FEMA clearance requirement.
9Quality Assurance Surveillance Plan (QASP), Attachment 2: Key Performance Parameters (KPP)18TechnicalThe QASP has a KPP for "Equipment Report", with a PWS reference to paragraph 2.3. The term "Equipment Report" is not used in the PWS. Question(s): (a) If an Equipment Report is required, what are data elements for the report? (b) Will the PWS be corrected to insert the term "Equipment Report"?See para. 2.3 in the PWS: "Prior to loading, the contractor shall provide a detailed report of all equipment under their control in the air port of embarkation (APOE)."
10Phase II – Factor 2: Technical Capability & Management Approach/ Subfactor 1: Management Strategy to Achieve Operational and Functional Requirements3265Technical"The Prime Offeror or the Prime Offeror's major subcontractors shall be the owner of

Jones Act vessels. A major subcontractor is defined as a subcontractor that, in performance of this contract, is expected to be awarded a subcontract that equals or exceeds 10% of the total proposed price. Offerors that choose to partner with a major subcontractor that owns Jones Act vessels shall provide subcontractor details."

In order to ensure fair and open competition, and to provide a Best Value/most beneficial to the Government solution, will the Government consider allowing Prime offerors to work through a Broker to acquire a maritime asset, ensuring that the vessel is a Jones Act compliant vessel or U.S. Flag Carrier? No. FEMA expects the Prime Contractor or an official desinated Sub-contractor to adhere to the Jones Act Compliance directive.
11FACTOR 1: Demonstrated Prior Experience Submission Instructions & Methodology4264Technical“Offerors may reference up to three recent Government and/or commercial examples of demonstrated experience in the presentation. Offerors are encouraged to submit experience performed as a prime, through teaming agreements, or as the sole subcontractor on the relevant projects. More weight may be given to experience serving as the prime contractor, depending on the circumstances. Experience submitted that was performed by subcontractors anticipated for this contract effort will not be considered as relevant.”
The requirement that submitted experience be performed “as a prime” appears to reduce the ability for offerors, other than the current incumbent, to participate in the response. In order to ensure that there is full and open competition for this opportunity, will the Government consider significant subcontractor experience equally relevant for evaluation? No. FEMA will evaluate the prime contractor's experience only.

Or at this point is the system of record LCMS the only option?Contractor can provide an ASN spreadsheet that must be uploaded through LSCMS vendor portail.
15PWS/SOW2.2.4194 pageTechnicalIs FEMA expecting the reservation of this size warehouse? Is this a precondition for technical acceptance? We feel this is a large warehouse, and depending on the circumstances it may be possible to handle the freight/relief supplies in a manner that does not require this size warehouse. (Containers/shelving/vertical integration)Yes. 500K is the maximum square footage. However, FEMA may require a smaller facility or may request multible facilities. Specifics regarding facility size will be determined at the task order level..
