This document contains questions and answers regarding a solicitation for self-help tarps. The Federal Emergency Management Agency (FEMA) requires tarps meeting certain specifications to cover small areas of roof damage from disasters. FEMA will establish an Indefinite Delivery, Indefinite Quantity contract to provide tarps and transportation management. Tarps must meet requirements in Section D, including flame retardancy testing and grommet spacing. Questions were due by December 31, 2019, and proposals are due by January 24, 2020. Offerors must submit electronic copies to the identified contracting officers. Pricing must remain firm for 180 days from receipt of offers. Clarification was provided on testing standards and specifications for tarp thickness, denier, and hemming/sealing.

1SOW D. Tarp Specification Flame Retardancy Testing (also RFP 1.1.3 Sub-factor 3)Can Offerors submit certification for just one of the three listed testing standards as each involve different methodologies?
NFPA 701 is a fire retardancy standard required for textiles used in most public spaces and is primarily designed for textiles that will be hanging freely. CPAI-84 is a specification written especially for materials used in tents, whereas NFPA 701 is a more general test method. ASTM E84-19b (E84-11 is now suspended) is applicable to exposed surfaces such as walls and ceilings - including furnishings that is are a permanent fixture.Based on the different variations of each tarp flame retardancy testing - We prefer at least all three.
2SOW D. Tarp Specification GrommetCan Offerors assume that the required grommet spacing is a “minimum of 1.5’ but no more than 3’ on center on all edges” (not inches)?
Following the industry usage of “on center” to indicate the spacing of the center of one grommet to the center of the next grommet, and that grommets are on all edges.this is supposed to be 1.5" to 3"(inches) . Already stated that this was a typo before.

Can Offerors provide different prices including delivery (CLIN 0001) for CONUS and OCONUS locations? If yes, should we add a line to the spreadsheet to note the different prices?Yes is it possible to add CLIN 0001- CONUS and CLIN 0002 for OCONUS

5RFP 1.2 Factor 2 Past PerformanceCan Offerors request from FEMA which reference accounts have submitted Past Performance Questionnaires prior to the Solicitation Offer Due Date in order to send reminders?No, because FEMA is requesting updated specs and would like to see what is available.

8D. Tarp Specs8 mm is the minimum thickness for a 10 x 10 woven polyethylene - Please note that the industry standard for this should be: 8 mil (not 8 mm).Again 8 MIL is what was submitted in our package. That's the min we will accept.
9D. Tarp Specs - DenierTo Clarify a point regaring the DENIER: 1000 - 1200 gsm - The spec term should say - 1000 - 1200 DENIER (not gsm). For the measurement of DENIER 1000 - 1200, the weight would equal to approximately 150 gsm.WE have Denier as the weight of the fiber for our tarps. Who is changing our specs? The conversion 1000 -1200 denier is equivilant 1.275 -1.530gram https://www.convertunits.com/from/denier/to/gram
10D. Flame Retardancy TestingCPAI-84 - do you need all three of these sub tests to this? 1. Flammability 'As Received' 2. Flammability After 72 Hours Water Leaching Treatment 3. Flammability after 60 Hours (5 cycles) UV Fluorescent Treatment / WeatheringCPAI-84 does not measue flame spread. It measures the char length and mass lost as well afterflame. CPAI-84 does not insure that a fabric is flame retardant. It is a test method for evaluating the flame resistance of fabrics and other materials such as plastic sheeting, tarps. Yes, we would like to have all three of these sub tests documented and certified.
11Page 43 RFPIf grommeting - Width of X-Y must be at least 1”, “folded over by the edge of the tarp back onto the tarp and then stitching the entire hemmed area. Question: Would the Government please changed to hems folded over and remove the word "stitching" for grometed tarpsNo we will not remove. We will accept hems folded or stitching long as the specs are within our requests for Grommeted tarps
12Page 43 RFPIf no grommets - must be heat sealed to withstand the tarp grabber pull. Would the Government please remove "heat sealed"No we will not remove. We will accept heat sealed and we currently have heat sealed tarps with Tarp grabbers in stock. So no we will accept a Heat sealed tarp with Tarp grabbers as well.
13Page 1 RFPWould the Government please change the NAICS code to a 500 employee standard or make the RFP unrestricted. Our company has over 450 employees and does not qualify for this RFP as a small business set aside.This is something that will need to be discussed with the CO not the COR because it was the CO's decision to make this a small business set aside.
14D. Tarp Specifications Finished ProductFEMA's previous soliciation called for 8 x 8 woven polyethylene weave and a 5-6 mil perferred thickness. Is this still an acceptable standard or is the new standard the only acceptable standard.No, we're moving forward with the 10 x10 which is actually to an equivilant of 7-8mil tarp thickness . Per USACE.
