This is a GSA memorandum dated January 10, 2021, announcing a phase-out plan for Black Label Security Containers and Vault Doors. The General Services Administration's Interagency Committee on Security Equipment (GSA/IACSE), coordinating with the Information Security Oversight Office (ISOO), is developing a plan to rescind approval for all GSA-approved security cabinets and vault doors manufactured from 1954 through 1989 that bear Black GSA-Approval labels for storing classified information and materials.
The phase-out will occur over four years starting October 1, 2024, beginning with the oldest cabinets (Class 2) and proceeding through all Black Label security equipment (Classes 5 and 6). Class 1, 2, 3, and 4 cabinets manufactured under Federal Specifications AA-F-357 and AA-F-356 600 (Revision Indicators A-F) will be considered obsolete, with Class 2 equipment having the earliest end-of-service date of October 1, 2024. Class 5 and 6 cabinets and vault doors manufactured under Federal Specification AA-F-358 and AA-D-600 before 1989 will be obsolete as of October 1, 2028. The memorandum includes a detailed chart showing GSA classes, federal specifications, production years, years of service, and specific end-of-service dates for each category of equipment.
