WIRELINE
Amendment 2 RFP Document QUESTIONS GOVERNMENT RESPONSES
Given the amended requirements, as well as the number of clarifications made through the questions and answers and Amendment 1, will the government extend the due date by two to three weeks to enable offerors to adjust accordingly and submit compliant and compelling offers that align with the adjusted requirements? The Government will not be extending the proposal due date again.
Attachment 1 Terms and Conditions
Evaluation Subfactor 2d requires offerors to submit a resume for our proposed Program Manager.
Will the government permit offerors to submit this resume as an appendix or attachment to Volume II Management so that it does not count in the 10-page volume limit?
Resumes does not count towards the 10 page Volume II limit.
Attachment 1 has been revised to reflect this.
Attachment 1 Terms and Conditions
Evaluation Factor III: Past Performance requires offerors to provide summaries of previous or current contract work. The evaluation criteria require that offerors include the following information for each contract. Include the following information for each contract:
1. Project Title
2. Description of the Project
3. Contract/Task Order Number
4. Contract/Task Order Amount
5. Government Agency/Organization
6. References: Site Supervisor’s/COR’s name, address, telephone number and email address
7. References: Contracting Officer’s name, address, telephone number and email address
8. Current status, e.g. completed and/or in progress, start and estimated completion dates
9. A brief narrative of why your firm believes this reference is relevant to the solicitation.
10. Timeliness of performance and the final completion of the contract.
Attachment 4, Past Performance Form does not account for all of these elements. Related to this:
a. May offerors use a format other than the Past Performance Form (RFP Attachment 4) to account for all evaluated elements? No. A revised Past Performance Form (Attachment 4) has been provided.
b. Does the government intend to amend Attachment 4 to include all 10 elements or revise the evaluation criteria to include only those items contained in Attachment 4? Yes.
Attachment 1 Terms and Conditions
In the Instructions for Proposals on page 28 of Attachment 1, Terms and Conditions, the Page Limitations table indicates that Volume 4, Price, consists of the Excel spreadsheet only. The evaluation criteria description for Volume 4 state: The price proposal shall contain information that will validate that the proposed prices are consistent with the technical proposal and provide the supporting rationale needed to permit a determination of price realism. Does the government want for offerors to provide a separate narrative that describes our justification and rationale or is the only Price Volume requirement Attachment_6_IDIQ_Pricing_Requrest_Amendment_1?
Please provide justification and rationale in order to determine price realism. There is no page limit for the Price Volume.
Attachment 1 Terms and Conditions
Attachment 1, Section D, Contract Documents, Exhibits or Attachments, lists Attachment 7, Pricing Request for Task Order 0001. This task order price spreadsheet lists a CLIN 0001, Administrative Services, and defines the period of performance as 6 months. This attachment is listed in the Evaluation Factor 4 Price, Pricing of Orders section. However, this Task Order pricing spreadsheet is not accounted for in the Instructions for Proposals as part of this proposal submission. Related to this:
a. Does the government want offerors to submit pricing for this Task Order? Yes, please provide pricing on Attachment 7: Order 0001
b. Are the Administrative Services indicated by CLIN 0001 those defined in Section 3.2.1 of the PWS? Yes.
Will the government please define the services to be priced and how offerors should submit this spreadsheet?
The services to be priced are for the monthly adminstration services for all fixed sites.
The page limit for the Volume I: Technical is 20 pages. Within this page limit, offerors must address five significant evaluation subfactors and demonstrate a robust technical approach to meet extensive service requirements. Will the government increase the page limit to 30 pages so that we can adequately address the technical requirements and other evaluation subfactors?
Volume I: Technical pages has been increased to a page limit of 30 pages.
Attachment 1 has been revised to reflect this.
Will the government increase the page limit of the management volume to 20 pages? Volume II: Mangement page limit of 10 pages has not changed.
Will the government accept supporting documentation as appendices or attachments?
No, the government will not accept supporting documentation for Volume I or II beyond the page limits stated in Attachment 1, Terms and Conditions.
The Instructions for Proposals refers to a cover page and a cover letter (transmittal letter) as the first page of each volume (except the Excel price spreadsheet). Related to this:
a. Does the government use the terms cover page and cover letter interchangeably? Yes, the terms are interchangeable.
b. Can offerors provide volumes with a cover page that complies with FAR 52.215-1(c)(2) and place the transmittal letter “inside” the cover page (i.e., as the next page)?
No. The terms cover page and cover letter as used in the instructions are interchangable. There should be only 1 cover page (or letter); and it should comply with FAR 52.215-1(c)(2).
Attachment 6 Amendment 1 Pricing
There are no quantities in the Pricing Tables. Without quantities, the bidders could provide unit prices, however Taxes, Surcharges, and Fees, in most cases, require actual quantities and total prices. This includes usage. How do you want bidders to proceed?
Please provide a cap in percentages or dollars for taxes, surcharges, and fees. The Government understands actual quantities and total prices will be required for the actual total in taxes, surcharges, and fees.
Attachment 6 Amendment 1 Pricing
There were no services included for Location 149, 4775 Creek Road, Bellmawr, NJ 08031. Would FEMA please clarify the services required?

These services have been highlighted in yellow. Please keep the "LOC number" structure in Attachment 6. For example, LOC# 1 is no longer required. State "Not Applicable".
Attachment 6 Amendment 1 Pricing
Private lines include local access to the location from the serving wire center at each end, and transport between the wire centers. Private line transport is mileage sensitive. Bidders require both (all) terminations of each private line in order to price. Would the FEMA please clarify all terminations required?
