MS Power Apps is in the PaaS section of PWS, but the RFP mentions MS PowerApps in both the PaaS and Collaborative Services sections. Will the Government please confirm that MS PowerApps (and MS Dynamics) are in the scope of ONLY the PaaS domain?
MS PoweApps and MS Dynamics are in the PaaS scope at the platform management level. Establishing standards, governance, and O&M of the platform environment.
However, solutions can be developed in the collaborative services domain as there is built in integrations with Microsoft collaborative tools.

We concur this table is helpful to get additional insight into the offeror's prior experience so the Government can fully evaluate an offeror's depth and breadth. In this vein, will the Government please confirm the demonstrated experience table is intended to show additional projects beyond the three Prior Experience references required by L.6.1-L.6.4 and are only constrained to the restrictions set forth in the table as "....projects that have no less than 12 months of performance."
So Offerors can thoroughly demonstrate their breadth and depth of experience in this table, would the Government consider expanding the page restriction to 3 pages for this table?

That is correct, prior experience should include PaaS software development as described in the PWS, not only "adaptive O&M and enhancements".
5 RFP, L.5.1 N/A RFP p. 94 The RFP currently states: "All assumptions (especially technical) must be identified in the cover letter. Except for pricing assumptions." Since the 3/3/22 question due date is only supposed to include questions regarding our Phase 1 submission, and questions that Offerors ask in Phase 2 may lead to additional assumptions, will the Government please amend the L.5.1 Cover Letter requirement to include only Phase 1-related non-price assumptions?

7 Final RFP, Section B.1.1 n/a 5 The value provided as the cumulative maximum value of all four domains is the same as the maximum value for each separate domain ($340,000,000). Please clarify the cumulative ceiling value, and individual domain ceiling values.

Prime." Many offerors have developed prime/subcontractor arrangements to best fulfill complex and emerging requirements, with reach-back across companies with expertise. This requirement significantly limits offerors from demonstrating breadth in experience examples. Will the government remove this requirement, or limit the number of references required from the Prime to one (1)?

23 Attachment J-7 SWIFT LCAT Descriptions, Knowledge/Skill Description n/a 1 May offerors substitute years of experience in lieu of education requirements for each labor category level? If so, how many years may be substituted for each level of education?

24 Approved Accounting System L.7.2 101 This section states, "The Offeror must have an approved accounting system in order to be eligible for award. The Offeror shall provide verification from the Defense Contract Management Agency (DCMA), or any cognizant federal agency official(CFAO)".
As the domains set aside for small businesses are for commercial services offered on a competitive basis, please confirm that small businesses are exempt from account system certification. This is generally not required for small businesses offering commercial services and would greatly restrict competition.

25 Prior Experience for the Hyper Automation
Domain L.6.2 20 and 96
Page 20 defines the Hyper Automation domain as, "RPA, Machine Learning, UiPath."
Page 96 Section L.6.2 states: "Offerors shall identify no more than three contracts, which are recent: it has performed or completed (within 4 years from the closing date of the solicitation) or is currently performing; and are relevant: that are approximately $5M or greater contract total, with a minimum of $1.5M per year, and are similar in scope of the PWS."
Hyper Automation and its related disciplines RPA and Machine Learning are relatively new practices with the government. In fact, the RPA market leader identified in the RFP, UiPath, did not publish the first version of the platform until 2013 and the first version of the Studio family of products was not published until 2016.
There are few contracts entirely for these services of $5M or greater. Research on the Federal Procurement Data System shows that in fiscal year 2021 only $125M in awards refrencing RPA were made across all of federal, with the majority of the dollars spent for software licenses.
With these considerations in mind combined with this domain being set aside for small busineses, will ICE accept contract references where the total contract value is $5M or greater, but may not be exclusively for Hyper Automation services? An example would be an IDIQ for IT under which hyper automation products and services have been provided and can be specifically demonstrated to be such by the offeror. Alternatively, will ICE accept contract references of $100,000 or more? See revised RFP

Data analytic technologies will be utilized in the HyperAutomation infrastructure. Experience implementing these technologies should be included.
