RFQ No. 70CMSD25Q00000016 Government Responses to Industry Questions

Amendment 00001

Industry Question 1: In section 4.2 Organization/Page Limits, Table 1 - Quotation Organization, I believe the Volumes may be misnumbered. Volume I is listed twice, and in section 4.5 Pricing Information, Volume III is mentioned.

Government Response: Volume information has been updated in document, “2.4.1-RFQ- 70CMSDQ00000016-Amd 00001”

Industry Question 2: Related to question 1, the page limit for Volume I Factor 1 is up to 5 pages and Volume I Factor 2 is up to 5 pages. Does that mean Volume 1 can be up to 10 pages? Or that there is a Volume I with up to 5 pages and a Volume 2 that is up to 5 pages?

Government Response: Volume information has been updated in document, “2.4.1-RFQ- 70CMSDQ00000016-Amd 00001”. Volumes I and II each have a 5-page limit.

Industry Question 3: Should this section of 2.2.1-RFQ-70CMSD25Q00000016-FINAL.pdf read differently?

How it reads: Secondary accredited CLE course work. Must provide at least one course per secondary practice areas accredited in each of the mandatory jurisdictions listed in 2.3 (except 2.5.49). listed in SOW, Section 2.5 – 2.5.56.

Government Response: This section has ben revised to, “Secondary accredited CLE course work.

Industry Question 4: The math in Attachment 3 Pricing Matrix appears to be off. In square "F9" the formula from "F8" is repeated to show a total, =D8*E8. Then that formula is carried down so the line items do not equal the proper squares.

Government Response: Formulas have been fixed. See “2.4.1-RFQ-70CMSD25Q00000016- Attachment 3 - Pricing Matrix -Amd 00001”.

Industry Question 5: Can you confirm which EA compliance, IPv6, shipping, and hardware/software requirements apply to web-based CLE platforms? For requirements that are not applicable to a purely web-based environment, is it acceptable for vendors to note them as “not applicable” or request a waiver?

Government Response: Section 3.6. EA Compliance, has been removed from the SOW.

Industry Question 6: Could you clarify how “professional development provider” is defined under this solicitation? Specifically, if courses are developed internally by experienced faculty and subject matter experts, does that satisfy the intent of this requirement?

Government Response: A statement in your RFQ addressing the developers’ qualifications will suffice.

Industry Question 7: The solicitation states that Volume II – Factor 3: Price shall include all assumptions, conditions, and exceptions (written in red on the first page), with a standalone price quote covering each class and the overall total. Attachment 3 appears to provide the price schedule. Could you please clarify whether Volume II is intended to be submitted solely as Attachment 3, or if vendors should incorporate Attachment 3 within a traditional, formatted Volume II that includes the required assumptions page followed by the attachment?

Government Response: Quoters are expected to complete and submit two documents.

1. Complete and submit “2.4.1-RFQ-70CMSD25Q00000016-Attachment 3 - Pricing Matrix - Amd 00001”

2. Submit a detailed breakdown of all proposed classes with the price for each class, detailing how the total cost was developed in Attachment 3.
