About this file

This is a Statement of Work for the U.S. Department of Homeland Security Immigration and Customs Enforcement (ICE) Special Operations Division for the procurement of reflective officer identification placards.

ICE SOD requires the purchase of reflective PVC patches and related identification products to enable positive identification of personnel in ambient light conditions with or without night vision equipment, supporting officer safety and law enforcement operations. The specific requirements include: 14,500 Combat Swag Police ICE PVC Patch Sets (3-pack, 3"H x 6"W, Ranger Green with white reflective lettering reading "POLICE ICE"); 29,000 Combat Swag Custom Badge Numbers (1x2, Ranger Green backing, white UV print customization); and 14,500 Combat Swag ICE Badge Sleds. The identification patches must reflect both visible and infrared light spectrums, feature a soft exterior texture with extreme durability, and resist fading, fraying, or utility loss under harsh conditions including extreme temperatures, heavy precipitation, contaminated environments, abrasive terrain, and potential exposure to bloodborne pathogens and chemical agents. The patches must be manufactured from materials that support production in various shapes and sizes with flexibility for 2D and 3D design elements, and all products must be available in colors matching ICE personnel equipment. The period of performance specifies a 60-day lead time with delivery required within six months from award. The Contracting Officer's Representative is Krista Hawkins at DHS/ICE/Field Operations, reachable at 202-607-1879 or Krista.Hawkins@ice.dhs.gov.
