Solicitation number 70CDCR26Q00000011 is issued as a Request for Quote, RFQ, for officer identifier reflective placards.

This acquisition is set aside for small business concerns. The North American Industry Classification System, NAICS, code for this acquisition is 315990. Only small business concerns under the applicable NAICS code are eligible for award.

The Government anticipates making a single firm-fixed-price award resulting from this solicitation.

(FAC) 2026-01.

Quoters must have an active registration in the System for Award Management (SAM) at the time of quote submission and at the time of award. The Government will not make award to a quoter unless the quoter is actively registered in SAM. Quoters are responsible for ensuring their Unique Entity ID, representations and certifications, and entity information are current and accurate.

The required delivery period is within 60 calendar days after award.

Quotes shall be submitted via email to:

Sarah.A.West@ice.dhs.gov Briana.Jones@ice.dhs.gov mailto:Sarah.A.West@ice.dhs.gov mailto:Briana.Jones@ice.dhs.gov

Instructions to Quoters

Quotes shall include the following:

1. Quoter name, address, Unique Entity ID, and CAGE code, if applicable.

2. Point of contact name, phone number, and email address.

3. Confirmation that the quoter is a small business under NAICS code 315990.

4. Product information (including model number) sufficient to demonstrate compliance with the SOW, including product description, specifications, and any proposed alternative product information.

5. Total firm-fixed price, including any shipping fees.

6. Delivery timeframe.

7. Any applicable warranty information.

8. Any assumptions, exceptions, or deviations from the solicitation or SOW.

Quoters are encouraged to submit their best terms, including their best pricing, in their initial quote. If alternative products are proposed, the quoter must include descriptive literature with the submission clearly demonstrating how the alternative product meets the salient physical, functional and performance characteristics of the products required.

Evaluation and Basis for Award

The Government intends to make a single firm-fixed-price award to the responsible quoter whose quote conforms to the solicitation, is technically acceptable, and has the lowest evaluated price determined fair and reasonable.

The Government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) methodology. Technical acceptability and price are the only evaluation factors.

Technical Acceptability

A quote will be evaluated as technically acceptable or technically unacceptable.

To be considered technically acceptable, the quoted product must meet the requirements, specifications, quantities, delivery requirements, and other terms identified in the SF 1449, SOW, and solicitation attachments. The specific products are required to meet agency uniform, identification, compatibility, safety and/or mission needs. To be considered for award, the products must match the item descriptions or be an equal approved alternative that is subject to evaluation and acceptance by the agency.

The Government will not assign technical ratings other than “Acceptable” or “Unacceptable.”

A quote that does not demonstrate compliance with the SF 1449, SOW, and solicitation attachments may be determined technically unacceptable and may not be considered for award.

Price

Price will be evaluated for reasonableness. The total evaluated price will be based on the total firm-fixed price quoted for all required CLINs in the SF 1449.

The Government may determine price reasonableness using one or more price analysis techniques, including comparison of quoted prices received, comparison to historical prices, market research, or other appropriate price analysis methods.

Evaluation Sequence

The Government will evaluate the lowest-priced quote first for technical acceptability. If the lowest-priced quote is determined technically acceptable and the price is determined fair and reasonable, the Government may make award to that quoter without evaluating higher-priced quotes.

If the lowest-priced quote is determined technically unacceptable, or if the price is not determined fair and reasonable, the Government may evaluate the next-lowest-priced quote. The Government may continue this process until a technically acceptable quote with a fair and reasonable price is identified.

The Government is not required to evaluate every quote if award can be made based on the evaluation sequence described above.

Exchanges or Negotiations

The Government intends to evaluate quotes and make award without conducting exchanges or negotiations. However, the Government reserves the right to conduct exchanges or negotiations with one or more quoters if determined to be in the Government’s best interest.

The Government also reserves the right to make award based on the initial quotes received, without conducting exchanges or negotiations.
