About this file
This document is a Question and Answer (Q&A) template for a fair opportunity proposal request (FOPR Number 61054) issued by the U.S. Department of Homeland Security (DHS), Office of the Acquisition Management, Detention, Compliance & Removals division. The Q&A addresses clarifications regarding a Statement of Work (SOW) for chemical supply and dispenser services at a detention facility.
Key requirements and clarifications include: the facility currently requires 1 chemical dispenser and 5 block mounts in laundry, and 4 dispensers in the kitchen (2 for pots/pans, 2 for dishwashing); there is no minimum contract value or guaranteed amount; newly installed dispensers and enclosures are owned by the current contractor; "corrections grade" stainless-steel enclosures must feature tamper-proof/resistant locks and hinges; monthly water-condition reports must include pH, softness, and PSI measurements; response times for dispenser failure or chemical supply interruption are next day for laundry and ASAP for kitchen; contractors are not required to manufacture chemicals but may use authorized distributors; food service products must be NSF and FDA approved; the anticipated contract start date is September 30, 2026 (subject to government discretion); installation and equipment costs must be amortized into monthly chemical line items rather than separately priced; and Liquid Drain Treatment shall be measured and priced in gallons rather than pounds, with packaging in 2.5-gallon containers.
