About this file

This is a Question and Answer document containing 27 questions and responses for a transportation services recompete solicitation for ICE's San Antonio and Harlingen Area of Responsibility offices in Texas. The document clarifies that this is a recompete of contract 70CDCR20D00000017, currently held by G4S, with an anticipated transition start date of April 2025.

Key details revealed include: fuel costs must be included in CLINs rather than as a separate reimbursable cost; CBA rates from the final period should be used throughout option years; guard hours include both transport officers and stationary guards with at least two officers per mission; personal firearms are not permitted; parking permits are not provided by the government; and contractors must provide their own child safety seats for juvenile transport. The government declined to provide specific staffing levels or vehicle requirements from the incumbent contract, though there are minimum staffing requirements detailed in sections L and M of the RFP. Historical transportation data provided in Attachment 4 reflects billable miles rather than actual miles, and while it provides context, the government emphasizes that routes and requirements can change daily, requiring 24/7 contractor flexibility.

#Document TitleReferenceQuestion/CommentGovernment Response
1Is this a new requirement or a recompete?Recompete.
2If this is a recompete, what is the contract number?70CDCR20D00000017.
3If this is a recompete, who is the incumbent?G4S.
4Price SheetThere does not appear to be a reimburseable CLIN for fuel costs.Cost for fuel will not be reimbursed. Contractor will need to inlude cost of fuel in associated CLINS.
5Price SheetDoes the Government intend to include such CLIN in final proposal Price Sheet document?See answer above.
6CBAsThe SPFPA CBA shows 12/28/24 as the last date for a pay increase which will run until 12/27/25.

The UGSOA CBA shows 6/1/24 as the last date for a pay increase which will run until 5/31/25.

1) Has either CBA been modified beyond their current expiration dates?

2) Are bidders required to bid the CBA rates for the base period of performance and all option years at the current CBA rates, even though the option years are not currently covered by a CBA?

3) Alternatively, can a bidder bid the CBA rates until they expire and then switch to the Wage Determination for the option years of the contract?

Note: #3 above will result in an artificially low price as the CBA's have renewed when expired since 2012. 1) No. All CBA's applicable will be provided if they are updated.

2) See RFP. For purposes of proposal preparation, where a predecessor contractor’s CBA applies, the minimum wages and fringe benefits of the predecessor contractor’s CBA corresponding to the initial period of performance of this contract shall be regarded as applicable to all additional period of performance under this contract.

3) See answer above. No, the bidder shall use the final rate throughout the option periods.

7Attachment 3Note 4 on the CLIN x001 GM Labor Tab states that the base labor hourly rate if a CBA position it cannot exceed the labor rate for the previous contract period. Does this proviso indicate that contractor's must use the current CBA rates for the base and all option years? Please refer to the Attachment 3 - Pricing Attachment. The pricing attachment does not currently state this.
8CBA's & Attachment 3Both CBA's require increased hourly wage rates for working a holiday. Attachment 3 does not include a column for worked holidays. Would this be an example of an "other benefit"?Yes that's be an example of an "other benefit".
9Contract Start DateWhat is the anticipated start date for the new contract?Anticipated start date for the transition is April 2025.

12GeneralWhere does the Government recommend that a contractor establish Hubs? This is the contractor's decision to meet Government requirements.
13PWS Attachment 4Tab: Transportation Summary FY 24 shows number of ERO/HIS missions miles and Guard Hours.
