About this file

This is a pricing template spreadsheet for a transportation services contract that includes detailed CLIN breakdowns and cost build-up instructions. The template covers the base year (8 months plus 120-day transition), four option years, and a 6-month option to extend services period, with performance starting April 1, 2025.

The template requires contractors to provide detailed cost breakdowns for guaranteed minimum (GM) services of 100,000 miles per month for primary routes, over-GM services, outside primary routes, stationary/delay hours, remote post guard hours, sack lunches, and transition costs. Key service volumes include: up to 1,000,000 annual miles for ERO over-GM services, 30,000 annual miles for HSI over-GM services, 150,000 annual miles for outside primary routes, 43,200 annual stationary/delay hours, 10,000 annual ERO remote post guard hours, 5,100 annual HSI remote post guard hours, and 48,000 annual sack lunches. The template includes separate tabs for asset costs, labor costs, and other direct costs, with fields for inputting G&A and profit percentages.

CLIN Breakdown

NOTE: All inputted pricing should be based on estimated performance start date of April 1, 2025.

NOTE: After the 120-day Transition period in CLIN 0007, the base year CLINs 0001-0006 reflect the remaining 8 months of the base year and pro-rate the full year quantities and costs
detailed in this cost build-up at two-thirds of the annual totals.

NOTE: Rates in Column D are rounded to the nearest cent ($0.01). Total amounts in column H and J reflect Rate x Quantity = Total.

NOTE: Inputted wages and H&W for CBA covered positions shall consider prospective increases included in the predecessor CBA that take place in the Base Year of this contract. The wage and H&W amounts priced for
CBA and DoL Prevailing WD covered positions in the base year shall not be reduced nor escalated in the Option Years unless it is the practice of the contractor to pay greater than the Wage Determination minimums.
If amounts priced exceed the WD minimums than a FAR 52.222-43 price adjustment for increases to the CBA/ Prevailing WD wages and/or H&W will only be granted if such amounts exceed the amounts priced.
CLIN X001: Represents all contractor personnel hours (including standing/processing time), vehicle costs, facilities costs, fuel, maintenance, management,
overhead/G&A, and profit to meet the requirements outlined in the PWS for 100,000 miles per month for primary routes. Only miles that are driven with aliens on board are
included.
CLIN X001A/X001B: Represents a fully burdened mileage rate that includes both above-GM mileage and above-GM labor costs. Only miles that are driven with aliens on board are included. All miles and hours
requested by ERO shall be billed against the CLIN X001A series, and all miles and hours requested by HSI shall be billed against the CLIN X001B series.
CLIN X002: Represents a fully burdened mileage rate that includes all contractor personnel hours (including standing/processing time), vehicle costs, fuel, maintenance, management,
overhead/G&A, and profit to meet the requirements outlined in the PWS for routes outside the primary coverage area. Any mileage associated with this CLIN does not count towards CLIN X001:
Guaranteed Minimum Miles and Guard Hours - Primary Routes. Only miles that are driven with aliens on board are included.
CLIN X003: Stationary and Delay Hours include additional wait time or delay, caused through no fault by the contractor, outside of the included 1 hour start/stop/end wait period in
CLINs X001, X001A/X001B and X002.
CLIN X004A/X004B: Remote Post Guard Hours include labor hours outside of CLINs X001, X001A/X001B, X002, and X003 that are required to perform guard post duties for medical runs,
court trips, monitoring alien hotel stays, etc. All hours requested by ERO shall be billed against the CLIN X004A series, and hours requested by HSI shall
be billed against the CLIN X004B series.
CLIN X005: Per Diem will only be considered for routes outside the primary coverage area within CLIN X002 or to adjoining states, HSI extended operations or mass evacuations. All travel shall occur in
