The RFP is being issued by the U.S. Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) to provide comprehensive detention services for approximately 650 adult male and female noncitizens at the government-owned Buffalo Federal Detention Facility (BFDF) in Batavia, NY. The required services include general population, intake, segregated housing, and medical beds, as well as access to legal services, recreation, visitation, programming, and adherence to PBNDS and PREA standards. This is a follow-on requirement to the existing contract with Akima Global Services, LLC. The procurement will be a competitive 8(a) set-aside, with a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract that has a 10-year period of performance including a 120-day transition period. Pricing will be firm-fixed price unit prices with some labor hour contract line items. The Service Contract Labor Standards statute applies.
