The RFP is for comprehensive detention services for approximately 650 adult male and female noncitizens at the Buffalo Federal Detention Facility (BFDF) in Batavia, NY. The services must be performed in accordance with the ICE Performance-Based National Detention Standards (PBNDS) 2011 with 2016 revisions, as well as the DHS regulation under the Prison Rape Elimination Act of 2003 (PREA) Standards. This is a follow-on requirement to the current contract managed by Akima Global Services, LLC (AGS). The procurement will be a competitive 8(a) set-aside with a 10-year Indefinite Delivery Indefinite Quantity (IDIQ) contract term, including a 120-day transition period. Pricing will be firm-fixed-price unit rates with some labor hour contract line items. The Service Contract Labor Standards statute applies.
