1. Background U.S. Customs and Border Protection (CBP) is the unified border agency within the Department of Homeland Security (DHS) charged with safeguarding our borders and promoting economic prosperity.
CBP, like many other federal agencies, is facing a significant number of potential vacancies in key leadership positions coupled with low Federal Employee Viewpoint Survey results. To address these concerns, CBP has implemented a leadership development curriculum designed to ensure that as leaders transition to a new level of leadership, they are given a core foundational knowledge base from which to excel.
2. Scope
The purpose of this contract is to procure services for developing and delivering leadership curriculum for the CBP Pre-Command School (PCS). The PCS is a ten-day program over two-weeks designed to provide a comprehensive and systematic means of preparing senior managers and executives to assume a command position. The curriculum will focus on the critical operational and leadership mandates of a commander. The ten-day program will be 80% CBP-centric material, and 20% leadership-centric material. The Contractor will only be responsible for developing and delivering the leadership-centric curriculum.
The PCS will provide a rigorous graduate level program of study designed to develop a broad perspective on management and leadership issues in a law enforcement organization, and cultivate strong abilities in the Office of Personnel Management’s (OPM) Executive Core Qualifications (ECQs): Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions/Communication.
The participants in the PCS will be a cross-functional mix of senior managers (GS-15s) and members of the Senior Executive Service (SES). This audience diversity enhances the opportunities for implementing change and integration both within and outside the classroom. Participants will be learning and applying the change initiatives across organizational lines, thus spreading the message to the rank and file. The participant mix will also reinforce networking opportunities among senior leaders. At the completion of the program, participants will be expected to perform successfully in key leadership positions at the senior GS-15 and SES level.
The Contractor shall provide the following services in compliance with this Statement of Work:
2.1. Design, teach and evaluate a two day leadership-centric curriculum for the PCS. Participants will attend ten days of formal residential academic instruction hosted by CBP at the designated CBP facility. The Contractor will be responsible for only two days of leadership-centric content. The leadership-centric content will be comprised of the following modules:
· Authorities and Responsibilities of Command (2 hours)
· Understanding and Assessing Command Climate and Culture (3 ½ hours)
· Command Climate and Culture – Your Role and Responsibility (1 hour)
· Command Climate and Culture – Change Management (2 hours)
· Developing a Command Philosophy (Commander’s Intent) (1 hour)
· Developing a Command Presence (1 hour)
· Communications: To workforce (spoken and written), listening to your workforce, your role in the Agency’s communication strategy (2 ½ hours)
The principal focus of the leadership portion will be to develop a broad perspective on management and leadership issues facing a leader in a command environment and to cultivate strong abilities in the OPM ECQs. It is critical that the focus of the program content be at the graduate level and on leading in a law enforcement environment with material, examples, case studies, etc. set in this environment.
2.2. Deliver 1 cohort during the base period and up to five cohort sessions per Option year, training approximately 30-40 senior managers/executives from all functions and geographic areas of CBP in each cohort.
1.2.1. Deliver one 2 day leadership-centric curriculum of instruction as a pilot for a CBP audience to review and approve. The pilot will take place over 2 days something during the period of August 20th through August 31st, 2018 as agreed upon by the Contractor and CBP.
1.2.2. As feasible, annual schedules will be built to allow two cohorts to run in parallel. Assuming that two cohorts are running simultaneously, for cohort 1, the leadership material will be taught on Monday and Wednesday of week one; for cohort 2, the leadership material will be taught Tuesday and Thursday of week one.
1.2.3. The actual number of PCS cohorts and participants will vary depending upon the agency’s workforce analysis and funding.
1.2.4. Participants will be at the GS-15 and SES level and will hold positions such as Sector Chief, Director Field Operations, Port Director, Station Chief, and Executive Director.
2.3. Provide all faculty for program instruction. Faculty should have experience teaching at the graduate level.
2.4. Provide all program materials for instructors and participants. At the conclusion of the program, all program materials will become the property of CBP.
3. Specific Tasks
3.1 Task 1 – Leadership-Centric Curriculum
CBP proposes to model the Pre-Command School after executive development programs used widely and successfully by major public and private companies throughout the country.
3.1.1 Course Design and Curriculum - The curriculum should be at the graduate level of study and should provide a multi-disciplinary approach to leadership issues with emphasis on leading in a law enforcement environment and cultivating strong abilities in the OPM ECQs.
3.1.1.1 The final curriculum will be developed in consultation with CBP upon contract award. However, contractors should present a draft curriculum outline as part of their proposal with each module’s content outlined, with the rationale for their approach and the justification for their design. Each module description should be no longer than one page and contain the following elements:
· Module Name
· Description
· Learning Objectives
· Instructional Techniques to be used. The relative emphasis of case studies, lecture, simulation exercises, role-playing and application activities should be described. Contractors should only describe the instructional techniques that will be used for each module and how they will be used.
· Pre-Reads
3.1.2 The leadership curriculum should be integrated to ensure continuity between sessions and should not be stand-alone modules.
3.1 Task 2 – Course Evaluation and Improvement
3.2.1 The Contractor should have a means to ensure course evaluation and improvement for the contractor delivered portion of training. Training should be evaluated at the end of each residential training module and instruction should be modified and approved by CBP COR before the next course offering.
3.2.2 Contractor should be constantly evaluating the quality of instruction and content to ensure that it meets the needs of participants and the needs of the organization.
3.2.3 Using feedback from participants and the organization, the contractor should be prepared to make improvements and changes to the program on an ongoing basis.
3.2.4 As a result, the curriculum should be agile, allowing for change and modification based on organizational needs.
3.3 Task 3 – Faculty Requirements
3.3.1 Experience in leadership and management education at the graduate level As the quality of the course of instruction will depend largely on the quality of the instructor, the contractor shall recommend a highly qualified faculty member with considerable experience in leadership and management education at the graduate level.
3.3.2 Faculty Vita
The contractor shall provide vita for all proposed (primary and alternate) faculty and evidence of their availability and willingness to participate in the course. The vita should be no more than two pages and include the following:
· Work history
· Education
· Certifications (if applicable)
· Field of expertise
· Publications
· Accomplishments
3.3.3 Letter of Commitment
The contractor shall provide a letter of commitment from each proposed faculty stating that they are committed to participating in the program.
3.3.4 Familiarity with federal government and law enforcement While faculty familiar with federal government, law enforcement, and command is preferred, it is seen as secondary to their strengths as leading experts in leadership and management education. However, the faculty should, at a minimum, have the ability to modify content to frame it in a law enforcement context.
3.3.5 Attendance of a two day CBP Orientation with site visit All contractor faculty and staff shall be required to attend a two day orientation on CBP, including a site visit, to become familiar with the organization, in preparation for instructing the course. Day 1 orientation will be held at the vendor’s facility (alternately it can be held at the Advanced Training Center in Harpers Ferry, WV or in Washington, DC). Day 2 site visit will be arranged at the appropriate CBP facility closest to the vendor’s site. As new faculty members are added, orientation will be conducted for them.
4. Deliverables
4.1 Number of Courses to be Delivered
1.4.1. When the contract is awarded and the curriculum has been finalized, the contractor shall deliver up to five courses per year.
1.4.2. The exact number of courses each year will be based on agency’s workforce analysis and funding. Each course will be awarded via delivery order from the contract. Delivery orders will be awarded on a firm fixed price basis.
4.2 Documents to be delivered
The contractor will provide all classroom materials and handouts for all courses. One copy of the materials should be provided to the Program Manager and/or COR two weeks before each classroom session. At the conclusion of the course, all classroom materials and handouts become the property of CBP. The contractor shall submit an electronic summary of all module evaluations within two weeks of course end date.
4.3 Design and Delivery of classroom training
4.3.1 Contractor will be responsible for developing a graduate level curriculum to give participants a broad perspective on management and leadership issues in a law enforcement environment on the topics outlined in section 2.1 above.
4.3.2 Contractor will designate a single point of contact responsible for handling all curriculum and course development.
4.3.3 Course modules will be delivered over two days for a total of 18 hours with four training hours in the morning, break for lunch, and four training hours in the afternoon for a total of two days. A ten minute break may occur every hour of instruction. Lunch will be for one hour at an established time agreed by the contractor and CBP COR.
4.3.4 Deliver one 2 day leadership centric curriculum as a pilot for CBP review and approval during the period of August 20th through August 31st, 2018. Class dates will be determined on a yearly basis between the contractor and the CBP COR.
4.4 Management of Logistics - CBP will manage all logistics related to coordinating identification of, and travel for, program participants. CBP will also schedule the training facility and classroom. Contractor will manage all logistics related to delivery of leadership-centric material (scheduling faculty, producing materials, etc.) required for course delivery and evaluation.
5. Government Furnished Equipment
The government will provide available instructional tools as requested by the contractor to support classroom learning. Each classroom will contain an overhead projector, screens, the ability to load, view and control computer content, and training aids, such as easels and chart paper.
6. Place of performance
6.1 Program Development
During program development, contactor will meet with CBP subject matter experts as needed by phone and in person at 1717 H Street, NW, Washington, DC 20229. Some meetings may occur at the contractor’s location, at CBP’s request.
6.2 Program Delivery
In conformance with accepted principles of adult education, the program of study should be conducted primarily at a dedicated residential instructional facility. The contractor should be prepared to deliver the training at the following location:
Advanced Training Center, Harpers Ferry, WV in Potomac Hall. Potomac Hall is CBP’s 60,000 square foot training facility which houses six modern classrooms and break-out rooms with customized audiovisual capabilities, a computer lab, and several conference rooms. The Advanced Training Center is located at:

7. Security
The contractor will comply with the administrative, physical, and technical security controls to ensure that CBP security requirements are met. All faculty members and staff will be required to sign a non-disclosure agreement.
8. Staffing Requirements
The contractor (including staff and faculty) should be experienced in instructional systems design, adult learning principles, and facilitation, especially in the fields of leadership development and law enforcement. The contractor is only required to provide one primary instructor for the delivery of classroom training. The contractor should demonstrate appropriate bench strength to ensure the continuity of training in the event their primary instructor is unavailable.
