Amendment #: A0004

The solicitation is amended as follows:

1. Provide revisions and clarifications to Answers to Offerors’ Questions from Amendment A0003 “Questions and Answers”. Some revisons are due to the contract type changing from a Hybrid Contract to a Time and Materials (T&M) Contract.

2. Revised RFP No. 70B04C21R00000005 as follows:

a. Updated the following RFP sections due to changing contract type from a Hybrid Contract to a full Time and Materials (T&M) Contract.

I.2 CONTRACT LINE ITEMS

This is a Time and Materials (T&M) contract is, broken into the following line items:

Line Item 1: ILS Lorton Support (Reference Section 4.1 in Statement of Work) – For the Base and Option years, the Agency will review the onboarding situation and will decide whether the Lorton Support will be T&M or FFP.

Line Item 2: Parts and Supplies (Lorton)

Line Item 3: ILS Albuquerque Support (Reference Section 4.2 in Statement of Work) – For the Base and Option years, the Agency will review the onboarding situation and will decide whether the Albuquerque Support will be T&M or FFP.

Line Item 4: Parts and Supplies (Albuquerque)

Line Item 5: On Demand Services (Reference Section 4.4 in Statement of Work)

Offerors shall complete the Attachment 2 Solicitation Pricing tables as part of their proposal.

Pricing for each line item will be inserted upon contract award.

Tab 2 – Price proposal

The period of performance for this contract is a base year plus four (4) option years for a total of 5 years (60 months). This will be a Time and Materials (T&M) Contract.

· Firm Fixed Price Tasks (Line Items 1 and 2) – will only start in Option Period 1, if the Offeror has fully on-boarded all personnel.

· - Lorton Support, Line Items 3 – Albuquerque Support. The contractor shall provide labor rates to perform Line Items 1 and 23 for the base and option periods. The offeror’s entire price to perform these tasks shall be included within the total price provided for each line item. The base period and the last option year will be Labor Hour because the offeror will be in transition for both periods.

· Time and Materials (T&M) Tasks (Line Items 32 & 4) – – Parts and Supplies for Lorton and Albuquerque.

· Line Item 5 - On-Demand and Transition are labor rates only. - For the On-Demand and Transition pricing, offeror should only provide the labor rates. The hours will be captured in the attachments to the invoices.

The Contractor shall provide fully loaded labor rates (see FAR 52.212-4 Alt I) for the identified labor categories for each of the five contract years.

4. Factor 4 – Price

The period of performance for this contract is a base year plus four (4) option years for a total of 5 years (60 months). This will be a Time and Materials (T&M) contract.

The price will be evaluated for reasonableness and consistency with the proposed solution and pricing template. The Offeror shall provide labor rates that will apply to the T&M CLINs in accordance withproposed labor categories that are defined by the. Government. Offerors should feel free to offer discounted labor rates for this requirement. In addition to labor categories, theThe Government will provide historical labor categories and estimated hours and materials costs for informational purposes. The evaluated price will be calculated based on the proposed fixed prices and the estimated ceiling prices for all five years of the contract.

This is an 8a set aside requirement and the price proposal shall comply with the RFP and be complete, i.e., the Pricing Template must be filled in completely and accurately. Proposals shall includeAny subcontractor pricing separately such that complianceshould be included in the prime offeror’s proposal pricing and comply with FAR 52.219-14 is readily apparent.

The price evaluation will be based on the overall proposal price for the base and all option periods. In accordance with FAR 52.217-5, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

Firm Fixed Price Tasks (Line Items 1 – Lorton Support and 2) – will only start in Option Period 1, if the Offeror has fully on-boarded all personnel.

3 – Albuquerque Support – The contractor shall provide a fixed price loaded labor rates to perform Line Items 1 and 23 for the base and option periods. The offeror’s entire price to perform these tasks shall be included within the fixedtotal price provided for each line item. The Base period and the last option year will be Labor Hour.

TimeLine Items 2 & 4 – Parts and Materials (T&M) Tasks (Supplies for Lorton and Albuquerque.

Line Item 3 & 4) –5 - On-Demand and Transition are labor rates only. - For the On-Demand and Transition pricing, offeror should only provide the labor rates. The hours will be captured in the attachments to the invoices.

The Contractor shall provide fully loaded labor rates (see FAR 52.212-4 Alt I) for the identified labor categories for each of the five contract years.

4. Revised Attachment 2 Solicitation Pricing Tables due to change from Hybrid Contract to Time and Materials (T&M) Contract:

a. Removed Tabs for Lorton Support – FFP and ABQ Support – FFP b Removed the Table on the Summary tab for FFP pricing.

c. Removed items in the pricing template that refer to the indirect rate and the calculation based on the response says to put “None” in FAR 52.212-4 Alt1(i)(1)(ii)(D)(1)&(2).

Offerors should acknowledge receipt of amendments in the cover letter to their proposal.
