INSTRUCTIONS TO OFFERORS
The solicitation is amended as follows:

U.S. Customs and Border Protection (CBP) is issuing this competitive solicitation in betaSam. This is an 8a set aside solicitation. The competition will be Full and Open within the 8a community, for the purpose of awarding a Contract. CBP will conduct this acquisition using the procedures set forth in Subpart 12 and 15 under the Federal Acquisition Regulation (FAR).
Interested parties are invited to submit a Proposal in accordance with the instructions set forth below.

Questions related to this solicitation are due by 2:30 PM (EST) (Eastern Standard Time) on December 2, 2020. Questions are to be submitted via email only to the following email addresses: Sonya.L.Freeman@cbp.dhs.gov and Eva.Shaw-Taylor@cbp.dhs.gov. Answers will be posted on betaSam by December 9, 2020. No questions will be accepted nor responded to after December 2, 2020.
SUBMISSION REQUIREMENTS
Deadline for Submission of Offers
Proposals are due by 2:00 P.M. (Eastern Time) on January 11, 2021. When submitting questions and comments, please refer to the specific text of the RFP in the following format:

All proposals must be submitted via email to Sonya Freeman at Sonya.L.Freeman@cbp.dhs.gov, and Eva.shaw-taylor@cbp.dhs.gov Proposals must be received no later than the response date and time identified above. When responding, please include “RFP # 70B04C21R00000005 – Integrated Logistics Support (ILS)” in the subject line. Offerors will receive an acknowledgement response via e-mail.
Joint Ventures/Subcontracting
Joint Ventures are allowable on competitive 8(a) set-asides. The Joint Venture Agreement (JVA) and all supporting documents [i.e. tax returns, financial statements, narratives, checklists etc] must be submitted no later than the due date for proposals under this RFP. JVAs and supporting documentation will not be counted toward any proposal page limits. Incomplete packages will be returned without action. The Joint Venture Agreement must be approved by SBA prior to award of any resulting contract. Failure to obtain SBA’s approval of the JVA prior to award will result in SBA’s request to the buying activity to terminate the award. If you are contemplating a joint venture on this project, you must advise your assigned Business Development Specialist (BDS), in writing, as soon as possible.
For the purposes of this contract, please provide the possible subcontractors for the pricing review for this effort by both parties.
Period for Acceptance of Offers
The offeror agrees to hold the prices in its offer firm for 180 calendar days from the date specified for receipt of offers.
Quotes shall be valid for a minimum of 180 days after the due date.
