| This is a correction to response to the below question from Amendment_A0001_Questions and Answers, Question 37 |
Please confirm that FFP and T&M labor and parts and supplies associated with the Albuquerque place of performance should include New Mexico Gross Receipts Tax, which is a mandatory business tax allowable under FAR 52.229-10.
Confirm. FAR 52.229-10 does not apply to this contract since the contractor will not be performing a cost-reimbursement contract as specified in FAR 29.401-4(b). FAR 52.229-10 is not applicable in FFP and T&M contracts.

| The government states, “This is an 8a set aside requirement and the price proposal shall comply with the RFP and be complete, i.e., the Pricing Template must be filled in completely and accurately. Proposals shall include subcontractor pricing separately such that compliance with FAR 52.219-14 is readily apparent." Given Attachment 2 Pricing Tables how/where does the government want the offerors to demonstrate subcontractor labor separately to be compliant to FAR 52.219-14? Do subcontractors need to submit separate pricing directly to the government? Currently there are just columns for 1 set of hours for each labor category for all option years. There is nowhere to identify subcontractors or break down the hours/rates by company. Can the government clarify or update Pricing Tables for this requirement to be shown? |
The offeror should send the pricing template to the subcontractor and have them fill it out for their portion. The subcontractor’s pricing template can be added to the offeror’s pricing template for submission with the offeror’s proposal.

| What location is assumed for the On-Demand Rates? Is there On Demand in Lorton and ABQ? If so, will the government update the Pricing Table to reflect the On-Demand locations. There is a risk to the contractor to not know the amount of On Demand work by location. The Previous RFP identified the magnitude of On Demand Support by location by labor category. |
| There are On-Demand requirements in CONUS and OCONUS, and specific locations change all the time. For every On-Demand requirement, the government will require a quote from the contractor at the time of the On-Demand requirement and agree to the pricing prior to the work being done. The quote shall include the labor rates (as established in the contract), material costs, any travel or other ODCs. |

Reference: Amendment A0001, Q&A Response to Question 85
The government is questioning applying Material Handling to materials and Other Direct Costs. Applying Material Handling / G&A to Material Costs and ODCs are allowable IAW FAR. Within the Lorton and ABQ Support tabs for the Parts and Supplies government plug there is nowhere to apply G&A against those costs. Are the offerors to assume G&A is to be included in those numbers?
FAR 52.212-4 Alt 1(i)(1)(ii)(D)(2) Indirect Costs (Material Handling, Subcontract Administration, etc.) is applicable. The pricing template has been updated to include a block for the proposed Indirect Rate.
The Indirect Rate (Materials) applies for all contract years. In accordance with FAR 52.212-4 Alt 1(i)(1)(ii)(D)(2), the Government will reimburse the Contractor for a fixed amount of indirect costs on a pro-rata basis over the period of performance of the contract. The indirect amount will be calculated by multiplying the Indirect Rate by the estimated material cost.

(2) Indirect Costs (Material Handling, Subcontract Administration, etc.). The Government will reimburse the Contractor for indirect costs on a pro-rata basis over the period of contract performance at the following fixed price: [Insert a fixed amount for the indirect costs and payment schedule. The Transition tab identifies Labor Categories that look like they apply to Lorton and ABQ. Can the government specify where these labor category rates apply by location (Lorton vs. ABQ)?
The Pricing Template Transition tab has been revised to more accurately reflect historical transition labor categories. However, the offeror is allowed to propose their own labor categories.
The base period may include labor categories and hours for transition as required in Paragraph 4.5 of the SOW. Transition hours may be dependent on offeror’s ability to perform at award.

The On-Demand labor category pricing tab contains some labor categories that do not appear anywhere else in the RFP/SOW that include Business Administrator I, Billing Administrator, Rigger, Logistics Analyst II (Configuration Management Support) and Systems Engineer. The remaining labor categories in this tab appear in either the ILD Lorton or ILD Albuquerque Support tabs. Are the Labor Categories Listed in the On-Demand Tab intended to reflect those listed previously in the ILD Lorton and Albuquerque tabs that are to be exercised for On Demand Services as needed? Or, are the Labor Categories listed in the On-Demand Tab of Attachment 2 intended to be in addition to those listed elsewhere in the SOW/RFP that will be exercised by the government on a Part-Time/ as needed basis?
The labor categories for On-Demand are historical labor categories proposed for On Demand work. The On Demand work is described in Paragraph 4.4 of the SOW. The labor categories for Lorton Support and Albuquerque Support are separate requirements.
Vendors are allowed to propose their own labor categories to satisfy the requirements.
For On-Demand requirements, the government will require a quote from the contractor at the time of the On-Demand requirement and agree to the pricing prior to the work being done. The quote shall include the labor rates (as established in the contract), material costs, any travel or other ODCs. The breakdown of the quote will be required in order for the government to be able to determine fair and reasonable prices.

The solicitation Pricing Tables identify CLIN 0001 as either T&M or FFP. These are two different contract types, will the government please specify the contract type it will be using. The contract type effects how pricing is developed.
The Pricing Template has been revised to include separate Tabs for FFP and T&M type awards for Lorton Support and ABQ Support. At award, the government will indicate if the Lorton and Albuquerque Support will be FFP or T&M depending how many FTEs are onboarded.

The Government’s response that the items listed under Volume I Tab 1conflicts with the overall instructions for Volume I, Volume II, and Volume III. The listing of FAR 52.212-1(b) requirements in the Amendment A0001 answer to question number 3 contains items that are also in other Tabs within Volume I, as well as other Volumes altogether. In accordance with FAR 52.212-1(b), the submission of items 1-10 is required, but not specifically required in a Cover Letter and then duplicated in other sections of the proposal also. Given this, is it permissible to cross-reference FAR 52.212-1(b) submission requirements to the location where it may be found in the overall proposal (Volume I, II, or III)?
Please respond to the instructions as presented even if it is repetitious. No further clarification will be given.

The Government’s response to Question 14 that Offerors are to follow the instructions on page 60 (page 61, Amendment A0001) does not clarify how many Glossaries are expected in Volume I. For Volume I, does the Government want only one (1) Glossary for the entire volume located in the Executive Summary?

The answer to Question 15 points to Question 22. Question 22 does not address the same topic. Please clarify where Offerors may find the answer to Question 15.
Question 15 in Amendment A0001 should have referred back to question 14 which states the following:
Offerors should include the Glossary where it is applicable.
See page 60 and follow the Glossary instructions.
The Government is not familiar with the offeror’s acronyms, so they need to be included.

| The Government did not answer a portion of Question 17. Can the Government please clarify what is meant by “proposal approach”? |
| Proposal approach is putting forth a method to solving a problem. It tells the Government what they will receive from the offeror. In the executive summary, the proposal approach is a summary of the overall method to solving the problem. |

The answer to question 20 indicates that the number of Key Personnel is now four (4). However, the SOW paragraph 13.5, paragraph preceding the bullets still shows eleven (11). Please clarify that that correct number of Key Personnel is 4.

The Amendment A0001 instructions for Volume I, Tab 2 are confusing and appear to duplicate information that is required in other areas of Volume I. Would the Government consider removing the statement, “The total page count excludes the following: Table of Contents, cover page and glossary of abbreviations and acronyms,” as well as the five (5) items listed under Volume I, Tab 2 to avoid duplicate instructions already addressed by other requirements for Volume I?
