About this file
This is a Question and Answers document for Solicitation 70B03C26R00000125, a federal custodial, grounds maintenance, and pest control services contract for the U.S. Customs and Border Protection (CBP) Del Rio Sector in Texas.
The contract involves janitorial, grounds maintenance, and integrated pest management services across 19 CBP facilities in the Del Rio Sector, including detention facilities, processing centers, and administrative offices. Services include custodial cleaning, grounds maintenance, pest control, and specialized cleaning for processing and holding areas. The solicitation separates pricing into two contract line item numbers (CLINs) for Air and Marine Operations (AMO) and Border Patrol (BP) locations, with offerors required to submit single blended monthly prices for each CLIN covering the base period and multiple option years. Normal operating hours are 0700 to 1600, Monday through Friday, excluding Federal holidays, though certain tasks require seven-day-per-week or multiple-daily service frequencies as specified in the Task and Frequency Charts. The incumbent contract is 70B03C26P00000331. The Government will not provide incumbent staffing levels, historical consumable usage data, occupancy information, or incumbent employee lists; this is designated as a performance-based solicitation where offerors propose staffing based on their technical approach. The proposal due date was extended to September 15, 2026, at 5:00 PM Eastern Time, with anticipated award on or about September 29, 2026, and a performance start date of September 30, 2026. Offerors must furnish all janitorial consumables, supplies, and equipment; limited storage space may be available at Government discretion. Updated Wage Determinations were attached via Solicitation Amendment to address wage requirements for all applicable counties. The technical proposal is limited to 20 pages (excluding cover page), and a Pricing Narrative is required as a separate submission component along with pricing in Microsoft Excel format of the offeror's design.
