About this file
This document is a Request for Information (RFI) Questions and Answers for a Specialized Drivetrain Repair Services contract with U.S. Customs and Border Protection (CBP). The opportunity involves repairing and replacing major automobile driveline components for law enforcement vehicles, with an estimated ten vehicles requiring service annually. Key details include that this is a brand new requirement with no incumbent, covering both foreign and domestic vehicles in the CBP fleet, excluding hybrid and electric vehicles at present.
The solicitation (70B03C25Q00000349) specifies vendor location requirements within 100 miles of the government facility, with specific conditions around facility security and vehicle repair. Contractors can propose using a single subcontractor or multiple shops, and CBP will conduct a facility review to assess the repair location. The government requires diagnostic assessments and written certifications of completed repairs. Unique requirements include keeping law enforcement vehicles out of public view during non-business hours and maintaining a secure repair environment.

RFI Q&A:
1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
a. This is a brand new requirement. There is no incumbent and no existing contract is currently in place.
2. Could you confirm whether there is a preferred list of vehicle makes/models within the fleet that typically require drivetrain repair?
a. USBP has both foreign and domestic vehicles in the fleet
3. Are hybrid or electric vehicles included in the repair scope?
a. Not at this time, future is unknown but always a possibility
4. Is vehicle transportation (pickup/drop-off) the responsibility of the contractor, the Government, or both depending on availability?
a. This is covered in the statement of work
5. Does the Government require diagnostic assessments or written certifications of completed repairs before acceptance?
a. Yes
6. Will a single subcontractor arrangement suffice, or can multiple shops be proposed under one prime to fulfill the requirement?
a. You can use a single subcontractor or multiple.
7. Can you confirm that no site visit is scheduled or required prior to award?
a. CBP will want to see the facility/location to know who will be working on the vehicles and where they will be kept/worked on but there will be no formal site walk for contractors to attend since the vehicles needing repairs are not yet available.
8. Are there any additional facility security or clearance requirements not listed in the SOW?
a. These are law enforcement vehicles and need to be kept out of the public’s eye during non-business hours
