70B03C24R00000025 – Southwest Border Food Services – 3 Regional IDIQ Contracts

AMENDMENT ONE – Questions and Answers Document

1. Question: The actual meals should be delivered without the snacks and drinks? For example, will the snacks and drinks be delivered in Bulk before the actual meals? In that way the drinks and snacks will be distributed separately?

Response: No, drinks and snacks for applicable meals shall be delivered and priced as a single item. For example, under Category #1 of Section 5.1 of the Statement of Work (SOW), the LUNCH meal (and unit pricing for same) should consist of the meal, the drink and the snack which is required between lunch and dinner. The BREAKFAST meal (and unit pricing for same) for this same Category #1 should consist of the meal, the drink and the snack required between breakfast and lunch. Category #4 meals should consist of the meal and the drink. Snacks for Category #4 meals shall come from the bulk snacks to be ordered separately.

2. Question: Request a virtual site visit and/or information session. Contractors need to plan logistics for meal serving and distribution. Power sources available for equipment placed on each site.

Response: Time is of the essence and site visits are not available due to operational posture at all locations. Prospective offerors should plan on the following for each location: sparse room for equipment setup, crowded conditions with minimal but adequate room for serving and reasonable power available for standard food service requirements.

3. Question: Is the contractor paid on the task order received or the number of meals served. How does the contractor submit invoice for payment of meals?

Response: Each IDIQ contract shall be awarded based on a firm fixed ceiling price for the entire period of performance, without funding. Funded Task Orders shall be awarded from each awarded IDIQ contract over the duration of the period of performance of the contract. The Task Orders shall be funded based on the requirements of the location to be served during the Task Order period of performance, and invoices shall be submitted on a weekly or monthly basis depending on the terms and conditions of the Task Order. Please refer to the IPP invoicing clause contained in the solicitation documents for use of the IPP system.

4. Question: Are the food delivery locutions in each sector at the patrol stations?

Response: Please refer to location addresses included in the SOW.

5. Question: Are pork entrees allowed for the menu?

Response: Please refer to the Statement of Work for menu requirements.

6. Question: How often are we given information or notified in advance about customer count?

Response: During performance on awarded Task Orders, and because of the dynamic nature of these services, the standard procedure is less than 3 hours notification of meal

7. Question: We are looking for confirmation that our small business is duly qualified to submit a bid for the RFQ above. We are classified as NAICS 722310, as noted in our capabilities statement (attached). We need clarification about the "small business size standard of 38.5M" in revenue. Is this a minimal annual revenue that our business is required to gross?

Response: Registration in www.sam.gov with the designated NAICS, as a certified and authorized Small Business entity is required to be eligible for award. The $38.5M revenue is a maximum annual number.

8. Question: Can the health screening take place via telehealth?

Response: Written certification of physical fitness of food handlers is required within 10 days after award. Health screenings for this certification are the responsibility of the awardee.

9. Question: SOW Section 5.5 - The scope states that "Documentation of the initial examinations(s) is due within 10 business days after contract award...". It will take longer than 10 days to clear personnel through background checks, so is this requirement flexible post award?

Response: SOW Section 5.5 refers to the physical health certification of the food handlers and is not related to the CBP Background Investigation (BI) requirements necessary to perform on contract. The CBP BI process is a separate event.

10. Question: On the pricing templates, it does not state a minimum for after-hours meals.

Can you please clarify a minimum per location per sector?

Response: Average minimum after-hours meals is 10.

11. Question: Can you please clarify a minimum number of meals per location per sector for the hours of 6am - 6pm? And can you break them down by meal type?

Response: The price sheets and the SOW provide information on average meal

12. Question: The pricing template indicates we have to provide one price regardless if the task order requests hot or cold options meals. Is this correct?

Response: Meals shall be priced as a fully-loaded meal rate based on the Category quoted to. As per the SOW, one meal each day must be hot.

13. Question: Is there a previous incumbent on this contract? Can you give me any information on them?

Response: There is no previous incumbent.

14. Question: How would you like your proposal submitted?

Response: Submit your proposal in accordance with the requirements of the solicitation terms and conditions.
