JANITORIAL AND GROUNDS KEEPING SERVICES

VENDOR QUESTIONS AND RESPONSES

1. We use a service provided to clock our employees in/out using biometrics. This requires a device which uses internet connection. Would we be able to utilize the facility network?

No, cannot use facility network.

2. Is the Cleanable Area size 77,702 square feet? Reference: SOW 8.0 BUILDING, FACILITY, OCCUPANCY INFORMATION (Page 10). Interior: Holding cells/offices/open areas, etc.: 55,702 and 22,000Square Feet Yes

3. Will playground equipment will be serviced? Reference: 1.1.3 Statement of Work REV

(Page 2) “The cleaning effort shall include…playground equipment…” to be serviced”.

See section 5.1 of the SOW Cleaned and sanitized to standards.

4. Is there an expectation that we would replace/repair the dispensers if they do not function? Would this include the drinking fountains? Reference: 1.1.3-Tab Statement of Work REV (Page 18) Bi-Level wall-mount chilled drinking fountain.

No, submit work order for FM&E to replace/repair dispensers and drinking fountain.

5. Is there currently any storage available for the ground’s maintenance equipment used on contract?

No storage available.

6. Is square footage available? By flooring type?

77,702 square footage, Cement 63,542 square footage, Porcelain Tile 960 square footage, Luxury Tile 6,548 square footage, Epoxy Tile 4,328 square footage, Carpet 2,324 square footage.

7. Are Janitors represented by a collective bargaining unit?

No.

8. On the price template we notice that all categories are formula driven with the exception of Janitors Weekend 3 Shift x 10. Does this mean that you do not want us to provide a price for this column? The following note is on the Pricing Template Attachment F: All descriptions, hours, and any other information are Government estimates. Offerors are responsible for establishing their own information.

9. Can the government confirm that the total Labor Hours in Attachment F Pricing

10. Will the government consider past performance if offeror performed work as a subcontractor? Refer to Attachment D, Factor 2 Past Performance of the solicitation.

11. How much acreage is the grounds/mowing area?

1 acreage approximately of grass.

12. Is the contractor responsible for sweeping/policing the parking areas?

See section 6.0 A of the SOW. Policing/Perform Grounds Cleaning

13. Do you have a formal process for registering a complaint regarding cleaning services?

See section 10.1 G. of the SOW Security Requirements.

14. Are there any protected foliage? What are they and what do we do about them?

No

15. What is the contract start date? The anticipated start date is April 1, 2023

16. Is there onsite storage for janitorial equipment? How many janitorial closets are in the building?

Yes, 3 janitorial closets

17. Attachment D states Offeror shall submit pricing in word, excel, or pdf in the offerors format. Are we to use Attachment F Pricing Template or are we allowed to submit our own pricing template? Attachment F Pricing Template has a note: All descriptions, hours, and any other information are Government estimates. Offerors are responsible for establishing their own information. Offerors may use their own pricing template but offerors must ensure all requested information from the solicitation is included.

18. Attachment F Price Template shows Labor categories and number of employees. Are we to price on the number of employees stated in the attachment or are we allowed to propose a different number of employees. Attachment F Pricing Template has a note: All

20. Will all questions submitted be posted on Sam.gov? Yes.

21. We wish to know whether to propose either the 2022 or the 2023 Wage Determination rate? The most recent wage determinations have been posted within the same revision answering vendor questions.

22. At a glance, we did not see a Standard Form 1449 (SF 1449) or comparable. Does your department need to issue a Standard Form for the procurement process? No SF1449 was used in this solicitation.

23. Will an office space at this facility be provided for a contractor's Project Manager to operate out of?

Yes, shared by 1 other contractor

24. In this solicitation, does the top view image provided of Ursula include all of the landscape areas to be serviced, (Ursula+Top+View+)? Yes

25. Is the contractor to provide toilet paper, napkins, hand soap etc? If so, can the government provide an estimated quantity?

Yes, contractor will provide toilet paper, napkins, hand soap etc. No estimate available.

26. Do we need to purchase the equipment for cleaning and landscaping or is it already available?

Contractor will need to purchase all equipment for cleaning and landscaping.

27. How many total employees they have now and should there be?

34 employees/48 employees

28. Would those employees stay on or would they need to replaced?

Potential offerors must provide employees.

29. Do the same staff do the landscaping as well?

Present contractor has 1 person for grounds only.

30. Is contractor required to stay with current dispensers? If cheaper replacements are found for paper supplies, can dispensers be changed?

Yes, stay with current dispensers. Do not change dispensers.

31. Current inventory of floor care, landscaping equipment, including make/model; who is responsible for maintenance/purchase of equipment if provided by CPB?

CBP will not be providing no equipment.

32. Can you provide specs on concrete flooring?

These specifications are not available. Building was acquired/Not built by CBP

33. Can you provide cost of area rug, or specs?

Floor mats 3 feet by 5 feet

34. Does contractor need to find servicer to dispose of regulated waste that includes waste from sanitary napkin disposal containers? If contractor is responsible of contacting service provider, who will pay for cost of disposal? To include all necessary DOT trainings and recordkeeping.

See section 5.8 M. of the SOW. Quality Standards for Child Processing Center (Page 8).

The potential offeror is responsible for contracting. paying for the sanitary napkin disposal and all necessary DOT trainings and recordkeeping.

35. Can you provide specs of chemicals/paper products currently in use?

No, See section 5.4 of the SOW. The use of product should follow appropriate environmental considerations, as it relates to the health, hygiene, and safety of staff, children and the public.

36. Is contractor able to add additional shifts than the 3 provided in scope of work?

No.

37. Is there a current work order system, or phone number in place to create service tickets, or will contractor be responsible of providing? If none of the above, can two-way radios be utilized?

FM&E has a work order system for maintenance issues. No-two way radios.

38. Is there a Medical Treatment conducted at this facility, and if so who is responsible for the BioHazard waste management?

In Medical Treatment area CBP is responsible for their Biohazard.

39. If storage is not available onsite, is there room for the contractor to place a storage unit onsite?

Limited area, no bigger than 12 X 12.

40. Is there parking for contractors’ staff onsite?

Yes, limited

41. There was a line item in the example pricing sheet for toiletries. If this is expected can you please specify exactly what toiletries are to be provided?

Toilet paper, paper towels, soap for dispensers

42. Is it up to the contractor to set what hours each shift will run?

No, See section 4.0 of the SOW. Normal Cleaning Hours

43. Please verify that all 1000 sleeping mats will be required to be wiped down during all three shifts.

We have 1000 sleeping hours just clean the dirty and used sleeping mat per shift.

44. Please verify all vaccination requirements No vaccination requirements for contractors.

45. Is contractor able to add additional shifts than the 3 provided in scope of work?

No.

46. Is there a current work order system in place or is this up to the new contractor? If so are there any requirements for the new work order system?

Work order system is in place by FM&E for any maintenance issues.

47. Would the government approve the submission of additional documents like CPARS, Capabilities Statements, Recommendation Letters along with the required documents?

Offerors shall only submit what is required in the solicitation.

48. What is the uniform policy for contractor employees?

See section 10.1 D. of the SOW. Contractor employees shall provide company issued identification

49. Are contractor-provided vehicles required for employees?

No

50. Do the government-provided employee labor count estimates accurately match the employee count of the incumbent contracts? Attachment F Pricing Template has a note:
