Department of Homeland Security Customs and Border Protection
Statement of Work Custodial Services at McAllen Central Processing Center
1.0 INTRODUCTION
The Customs and Border Protection (CBP), Border Patrol and Air & Marine Program Management Office (BPAM PMO), Rio Grande Valley (RGV) Sector has an urgent need to provide custodial and grounds keeping services at the McAllen Central Processing Center (CPC).
A site visit date will be provided to potential offerors once the solicitation is ready for release to the public.
2.0 PLACE OF PERFORMANCE

3.0 OPERATIONAL HOURS
McAllen Central Processing Center/Holding Facility: twenty-four (24) hours a day, seven
(7) days a week, including Federal holidays.
4.0 NORMAL CLEANING HOURS
McAllen Central Processing Center: 24 hours, seven (7) days per week, including Federal holidays.
Holding Facility Staff and Central Processing Center Administration Areas: three (3) shifts, seven (7) days per week, including Federal Holidays.
6:00AM – 2:30PM 1st shift 2:00PM – 10:30PM 2nd shift 10:00PM - 6:30AM 3rd shift
5.0 SCOPE OF WORK
Custodial services (7 days per week). Basic services for population size of 1,600, includes one (1) cleaning(s) per shift. Reference Attachment B Frequency Chart Attached.

5.1 CLEANING REQUIREMENTS
The Contractor shall furnish all personnel, labor, equipment, material, tools, supplies, supervision, management, and services necessary to perform and provide the cleaning for both Staff Administration and Central Processing Center Holding Areas and Grounds Maintenance efforts listed in this Statement of Work. The cleaning effort shall include staff restroom fixtures, faucets, (51) sinks, (41) showers, counters, vents, shelving, partitions, mirrors, waste receptacles, wall surfaces, toilets (87), (10) soap/(10) paper towel dispensers, doorknobs, cabinet handles, mats, area rugs, vertical and horizontal surfaces, laminate countertops, tabletops, entry/exit doors, cabinet handles, sleeping mats, area rugs, walls, windows, stairways, view panels, mirrors, entrance and exits, classroom cleaning, Staff kitchens, wall fixtures, ceilings, horizontal surfaces, built in furniture, lofts, sealed cement floors, mats, sinks, surface of (14) washers and (14) dryers,
(1) Elkay EZSTL8LC drinking fountains, trash removal, high cleaning, window glazing, partitions, playground equipment and rubber/hard surfaces, window treatments and furniture. These items in this scope shall be cleaned to the standards detailed in this scope. Reference pages 13-16 for type of restroom soap dispensers, toilet paper holder, sanitary napkin holder, paper towel dispenser and trash receptacles. Reference page 17 for drinking fountain type.
Since children are occupying this building children safe nontoxic germicidal cleaning supplies will be used. Children will touch any surface, they can reach (including floors), all surfaces in the Child Processing Center may be contaminated and can spread infectious agents. Contractor Staff shall provide a Quality Control staff to conduct hourly inspections in the Child Processing Area.
All surfaces contaminated by bodily fluids: saliva, mucus, vomit, urine, stool, or blood must be cleaned and sanitized within one hours of staff notification.
Except for policing and trash removal, cleaning of the Child Processing Center sleeping areas shall be done after CBP Staff removes the existing population to a separate holding area when there are no children present in the immediate area of cleaning.
5.2 TRASH REQUIREMENTS
Dumpsters will be provided by the City of McAllen under a separate Government contract.
Contractor will be responsible for collecting trash each time a trash receptacle is full daily from the interior of the building and placing it in the outside dumpsters provided by the City of McAllen.
5.3 RECYCLING REQUIREMENTS
Containers will be provided by the City of McAllen under a separate Government contract.
Contractor will be responsible for collecting recycling from the interior of the building when receptacles are full and placing it in the outside container provided by the City of McAllen. Contractor will be responsible for contacting the City of McAllen to request recycling pickups when the outside container is full.
5.4 REQUIRED CLEANING PRODUCTS
The Contractor shall properly train their staff regarding different cleaning methods and products to satisfactorily clean and disinfect the variety of surfaces found in the Child Processing Center. The use of products should follow appropriate environmental considerations, as it relates to the health, hygiene, and safety of staff, children, and the public.
The Contractor shall clean surfaces prior to disinfecting, unless using a cleaner-disinfectant capable of performing both functions simultaneously. Industrial products that meet the Environmental Protection Agency’s (EPA) and Center for Disease Control (CDC) standards for hospital grade germicides (solutions that kill germs) may be used for disinfecting. Use of EPA approved green products for general cleaning are preferred where appropriate. Regarding floor care, the Contractor shall refer to the manufacturers recommended cleaning products for sealed concrete.
5.5 GUIDANCE/DEFINITIONS
Cleaning: Physically removing all dirt and contamination EPA and CDC guideline cleaners. The friction of cleaning removes most germs and exposes any remaining germs to the effects of a sanitizer or disinfectant used later.
Disinfecting: Destroying or inactivating most germs on any inanimate object, but not bacterial spores. In addition, disinfecting of all areas for possible contamination of chicken pox, scabies, measles, lice, covid-19 and any other contractible diseases or conditions.
Look for the EPA registration number on the product label, which will describe the product as a cleaner or disinfectant. Use product for the particular job and use according to manufacturer’s instructions.
5.6 EQUIPMENT/SUPPLIES SAFE HANDLING
The Contractor is responsible to ensure that cleaning and maintenance equipment, and supplies are well secured from the children. Written (formal) file report to the CO or their designee any potential hazards that could conceivably cause injury to a child.
5.7 CLEANING TASKS/FREQUENCY
The following areas have been assigned a minimum cleaning frequency to establish a required level of cleaning.
The Contractor is responsible for the following tasks:

Sweep, water/spray power wash trash removal, from external walkway

5.7.2 FULL SERVICE FOR 1st SHIFT

5.7.4 HOURLY DETENTION AREA
Quality personnel required to police detention area every hour.
5.8 QUALITY STANDARDS FOR CHILD PROCESSING CENTER
A. Building Entrance and Exits: All entrance and exit areas (including fire exits) should be visibly clean and free of all trash, paper, and other discarded materials. There shall be no evidence of gum and other foreign substances and spillages. Entrance doors shall be clean of smudges, marks, and spots. Drinking fountains shall present a clean appearance with no build up and encrustation.
B. Room Cleaning: The room shall be clean and furniture and furnishings shall be free from dust.
C. Wall Fixtures: Switches, sockets, or data points shall be clean and be free of blood, body substances, dust, dirt, debris, cello tape, and spillages.
D. Walls: All wall surfaces shall be clean and free of blood, body substances, dust, dirt, debris, adhesive tape, and spillages. Walls shall be free of streaks and spots.
Walls shall be uniformly clean. Frames on doors, windows, moldings, door handles shall be clean.
E. Dusting: There shall be no dust, streaks, oils, spots, and smudges on surfaces.
F. Sealed Concrete Floors: All floors shall be clean and free of dust, dirt, debris, and spillages (refer to manufacturers’ specifications for maintenance). The cleaning of sealed concrete floors shall follow industry standards.
G. Area rugs: All area rugs (6) shall be clean and free of dust, dirt, debris, and spillages. The Contractor shall protect all area rugs and place protective non-absorbent pads or foil between the cleaned area rugs and furnishings. Any damage resulting from Contractor’s lack of protection shall be corrected by the Contractor.
H. Entrance Mats: All entrance mats shall be clean and free of dust, dirt, debris, and spillages.
I. Cell mats: All cell mats shall be cleaned and disinfected after each use.
J. Staff/holding area/detention cell sinks and mirrors: All empty sinks and mirrors shall be clean and free of dust, dirt, debris, and smearing.
K. Staff/holding area/detention cell toilets and toilet closets: All Staff toilet/holding area/cell areas shall be clean and sanitized, and be free of dust, dirt, debris, and

M. Staff/ holding area/detention cell and CENTRAL PROCESSING CENTER Receptacles:
Empty, clean, and sanitized sanitary napkin and waste receptacles. Sanitary napkin disposal containers (10) Model # RMC 25125200 Rochester Midland shall be lined with new receptacle bags. Disposal of waste shall be treated the same as Blood Borne Pathogens as specified in 29 CFR §1910.1030.
N. Doors: All parts of the door structure, including handles, frames and jambs shall be clean and free of blood, body substances, dust, dirt, debris, adhesive tape, and
O. Partitions: surfaces shall be clean and sanitized and free of smears, grime, and tape substances.
P. Trash removal: All trash shall be removed per shift. All trash (including trash in restrooms) shall be collected and removed to outside dumpsters. Trash containers shall be emptied per shift daily and kept clean and odor-free, and free of dirt, dust, debris, residue, and spilled material. Plastic liners for all trash, debris and recycling containers shall be replaced daily.
Q. High Cleaning surfaces in all Area: Surfaces shall be cleaned and free of dust and cobwebs. This does not include the removal of vents, tiles, or fixtures to accomplish high cleaning. Where glass is present, both sides shall be clean and free of streaks (interior of building only).
R. Window blinds in Staff Areas: Window blinds shall be clean and free of dust, dirt, debris, and spillages. All sides of blinds, and cord tapes are to be clean, and free of dust.
S. Interior Window Cleaning in Staff Areas: Interior Windows shall be clean and free of dirt, grim, streaks, tape substances, and excessive moisture. Window, sills, woodwork, and other surroundings of interior glass shall be free of drippings and other watermarks.
T. Exterior Window Washing: Exterior windows shall be washed and cleaned every three months. Windows shall be free of dirt, grim, streaks, and excessive moisture. Windows that have window film shall be cleaned using the manufacturer’s instructions for window washing.
U. Furniture in Staff Areas: All furniture shall be free of dust, dirt, spillages, and spots.
6.0 LAND AND GROUNDS MAINTENANCE
The contractor is expected to maintain the grounds in a manner that will present a well-groomed appearance throughout the year.
A. POLICING/PERFORM GROUNDS CLEANING
The Contractor shall clean grounds, landscape beds, driveways, and sidewalks, so that after cleaning they are free of paper, trash, bottles, and other discarded material. The Contractor shall remove empty boxes and remove cans from the premises.
B. GRASS MOWING
The Contractor shall mow all lawn areas on the property such that a uniform grass height of three inches on a weekly basis. The grass shall be fertilized once a year early Spring, on the month of March.
C. MOWING OF NON-LANDSCAPING AREAS
The contractor shall mow all non-landscaped (wild grass/weeds) areas including retaining water ponds shall be done weekly during the year such that the wild grass does not exceed a height of three inches with a tractor and shredder. Grass cutting of these areas will not be left in random piles or other unsightly conditions.
D. TREE/PALM TRIMMING
All trees (5), and palms (12) shall be maintained without the use of chemicals every three months. Trees and palms will be trimmed in a neat fashion and all debris shall be disposed of accordingly.

ENVIRONMENTAL REQUIREMENTS
Under Executive Order 13149, the contractor shall comply with all applicable EPA guidelines and procedures during the performance of this contract. EPA designated items under the Comprehensive Procurement Guideline (CPG) shall be bio-based, environmentally preferable, energy-efficient, water-efficient, and/or composed of the highest percentage of recycled-content materials practicable. Shall also provide CDC (Center of Disease Control) designated supplies for cleaning. See attachment B Sustainability Requirements.
9.1 CONTRACTOR PANDEMIC PLAN
Submitted to COR 30 Days after Award. As required by the National Strategy for Pandemic Influenza Preparedness, the Government has prepared a plan that safeguards its employees and provides for continued operations in the event of an influenza pandemic. The Contractor shall also prepare a plan that outlines the steps that it must take to prevent and reduce the spread and mitigate the potential effects of an influenza pandemic on custodial and related services. Given the unpredictable length and severity of a pandemic, the Contractor’s plan shall link its planned actions to the periods and phases established by the World Health Organization for a pandemic cycle. For information on the phases of a pandemic cycle see http://www.who.int/csr/resources/publications/influenza/whocdscsredc991.pdf. The Contractor shall submit the plan to the CO or designee within thirty (30) calendar days of the award of the contract.
10.0 SECURITY BACKGROUND DATA
A contractor employee shall not begin working under the contract until the entire background investigation (BI) is completed with approval from CBP, Security Programs Division. Exception to this requirement will be handled on a case-by case basis, and access to facilities, systems, data, etc. will be limited until the individual is cleared.
Contractor employee personnel hired to work within the United States or its territories and possessions that require access to CBP facilities, information systems, security items and products, and/or sensitive but classified information shall either be U.S. citizens or have lawful permanent resident status. The following security screening requirements apply to both U.S. citizens and lawful permanent residents who are hired as contractor personnel. All personnel employed by the Contractor or responsible to the contractor for the performance of work hereunder shall either currently possess or be able to favorably pass a background investigation. The Contractor shall submit within ten (10) working days after award of this contract a list containing the full name, social security number, and date of birth of these people who claim to have successfully passed a background investigation by the CBP or submit such information and documentation as may be required by the Government to have a BI performed for all personnel. The information must be correct and be reviewed by a Customs Official for completeness. Normally this shall consist of SF-85P, “Questionnaire for Public Trust Positions,” FD-258, “Fingerprint Chart,” and a Financial Statement.
Failure of any contractor personnel to pass a BI means that the Contractor has failed to satisfy the contract’s requirement to provide cleared personnel. The continuing failure to meet the requirement to prove cleared personnel is grounds for termination of the contract.
The Contractor must provide a qualified replacement capable of passing a BI for any person who fails to successfully pass a BI. This policy also applies to any personnel hired as replacements during the term of the contract. The Contracting Officer must approve all personnel replacements. Estimated completion of the investigation is approximately ninety
(90) to one-hundred twenty (120) days from the date the completed forms are received in the Security Programs Division.
10.1 SECURITY REQUIREMENTS
A. Contractor shall submit a list of employee names, for anyone working on this contract, to the Contracting Officer’s Representative (COR). Work will not commence until employees are formally cleared by the Security Specialist.
B. Contractor employees shall provide company issued identification/credentials to on-duty Border Patrol Supervisor every time contractor arrives to perform services.
C. The Contractor shall provide names of employees who quit or are dismissed afterward of the contract to the COR in paragraph 11.0.
D. Vehicles shall be conspicuously marked with Contactor identification, as well provide individual employee uniform that identify contractor name.
E. Contractor shall provide employee information on any subcontractors performing work under this contract.
F. If Contractor uses a subcontractor, the Contractor shall provide subcontractor employee names and other information to the COR listed in paragraph 11.0.
G. Contractor shall notify the COR listed in paragraph 11.0 via electronic transmission, no later than one workday after any personnel changes occur. This includes name changes, resignations, terminations, and reassignments.

12.0 SITE VISIT
Site visits are mandatory. Offerors are urged and expected to inspect the site(s) where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site, constitute grounds for a claim after contract award.
The site visit is scheduled for January 17, 2023, 10:00am-11:00am C.S.T. Request for appointment(s) outside this date will not be considered. Late arrivals will not be allowed to conduct the site visit.
Interested offerors should contact the COR, Roberto Guzman, listed in section 11.0 for the appointment.
Vendors that submit proposals without site visits will not be considered for award. Limit of 2 people per company will be allowed. Any potential offeror conducting a site visit must provide proof of Small Business 8 (a) program current active status prior to attending the site visit. Offerors that cannot provide
