About this file

This is a Questions and Answers document for RFQ 70B06C26Q000000XX A0001, a federal solicitation for Tracing and Payment Recovery Services. The document addresses 20 substantive questions submitted by potential offerors regarding clarifications on solicitation requirements, evaluation criteria, and contract terms.

Key clarifications provided include: the quotation due date will not be extended; 10-point Times New Roman font for narrative and 8-point for tables is acceptable; the correct solicitation number is 70B01C26Q000000XX; Factor 3 evaluation is technical scenario response only (no resumes or management plan required); the 15,000 cases referenced in pricing represents an estimate for evaluation purposes only, not a guarantee; countries beyond Mexico, Honduras, and Guatemala may be added through bilateral modification with potential price negotiations; the Government has not identified alternative payment mechanisms beyond pay.gov but quoters should address existing constraints in technical responses; the default reporting cadence assumption is bi-weekly; in-country field offices conducting physical observation/verification are considered part of contractor facilities; all local travel within the three countries is included in the base price with no separate travel line items; field activity is triggered per-target upon referral rather than on fixed schedules; the $9,000,000 maximum contract ceiling is correct and non-negotiable; delivery method for notification flyers may vary by case depending on contact channel used; foreign national field personnel may receive personally identifiable information with CBP providing guidance at the earliest opportunity; email addresses will be provided for notification purposes; signature evidence is not required for notification verification; Section 3.3 responses are optional and non-pricing; the 15,000-case pricing model is for evaluation only and does not guarantee ordering volume; no payment is due for accounts not meeting verification standards; and the pricing schedule Period 2 runs 8/14/27–8/13/28.

Question # Attachment/Document Attachment/Document Referenced Section Page # Question Government Answer

1 Solicitation 70B06C26Q000000XX Section III – Instructions to Offerors Page 58

Given the short solicitation response period, would the Government consider extending the quotation due date to allow offerors additional time to prepare comprehensive, high-quality quotations that fully address the requirements of the solicitation?

The deadline for quote submission will remain unchanged.

2 Solicitation 70B06C26Q000000XX Section III – Instructions to Offerors Page 59

Other than the specified page limitations, the solicitation does not identify proposal formatting requirements (e.g., font type, font size, or margins). Would the

Government confirm that the following formatting would be acceptable: 10-point Times New Roman font for narrative text and 8-point Times New Roman font for tables, figures, headers, and footers?

Yes, this is acceptable.

SF-1449 (cover page, Block 5) vs. body of solicitation (Table of Contents, Section I, Attachment references)

Block 5 'Solicitation Number' vs. Section heading and all internal attachment cross-references

Page 1 (Block 5) vs. Pages 2- 67 (headers/footers and body text)

The SF-1449 cover page lists the solicitation number as 70B06C26Q000000XX, while the running page header/footer and all internal references (Table of Contents, Section I.4, Attachments 1-3, and the Addendum to 52.212-1) use 70B01C26Q000000XX. Please confirm the correct, controlling solicitation number so

Quoters can cite it consistently across all submission documents.

70B01C26Q000000XX.

Section III.10 (Addendum to FAR

52.212-1) and Section III.12 (Addendum to FAR 52.212-2)

'Breakdown of Evaluation Factors' table (III.10)

vs. 'Factor 3: Technical Submission' narrative

(III.12)

Pages 59 and 61-62

The evaluation-factor summary table lists Factor 3 as 'Resumes/Management Plan,' while the detailed evaluation criteria in the Addendum to FAR 52.212-2 describe Factor 3 as a 2-page written response to a skip-tracing scenario question, with no mention of resumes or a management plan. Please confirm whether Factor 3 is (a) the technical scenario response only, (b) a management plan/key personnel resumes only, or (c) both, and if both, please confirm the applicable page limit.

This is an error in the solicitation. Factor 3 is a technical scenario response only. No resumes or management plan is required in response to Factor 3. Note: This error correction is not being reflected in an updated solicitation document, however, assume the change has been made as part of your submission.

Attachment 2 - Pricing Spreadsheet and Section III.12 (Addendum to FAR 52.212-2, Factor 1: Price)

Total Evaluated Price formula Pricing Spreadsheet, 'Pricing Spreadsheet' tab; RFQ page

61-62

The stated evaluation formula multiplies (Base Rate + (Maximum Timeliness Incentive % x Base Rate)) by 15,000 for each Ordering Period. Please confirm whether 15,000 represents (a) a Government estimate of anticipated Task Order volume per Ordering Period for price evaluation purposes only, or (b) a quantity the Government intends to guarantee or order at a minimum beyond the $5,000 IDIQ minimum guarantee stated in Section I.2.

This is an estimate of anticipated Task Order volume per ordering period for price evaluation purposes only.

6 Attachment 1 - Statement of Work Section 3, Scope of Work (country list) Page 3

The SOW states the initial country list (Mexico, Honduras, and Guatemala) is 'subject to expansion.' Please clarify the mechanism by which additional countries would be added (e.g., bilateral modification, unilateral Task Order direction, or contract modification requiring a subcontracting plan/pricing update) and whether unit pricing would need to be re-negotiated for newly added countries.

Countries may be added through a bilateral modification to the contract. Pricing could be subject of negotiations as part of that modification process.

7 Attachment 1 - Statement of Work Section 3.3.2, Resolve or Recover - Payment Platforms Page 4

Section 3.3.2.3 states that payments on pay.gov require a U.S.-based bank account.

Given that the target population resides outside the United States, please clarify whether the Government has identified or anticipates offering any alternative payment mechanism for debtors without access to a U.S. bank account, and if not, whether the technical evaluation expects Quoters to propose a solution to this constraint or simply to communicate the existing pay.gov requirement as-is.

At this time, the government has not identfied or anticipates offering any alternative payment mechanisms for debtors. The quoters shall propose to the requirements outlined in the statement of work.

8 Attachment 1 - Statement of Work Section 5.2, Reports Page 4-5

Section 5.2 states that reporting cadence will be specified at the Task Order level. For quote preparation and pricing purposes, please confirm whether Quoters should assume a specific default reporting cadence (e.g., monthly, bi-weekly) in their technical and price submissions, or whether this will be defined solely at Task Order issuance.

The assumption is a bi-weekly reporting cadence.

Question & Answer

9 Attachment 1 - Statement of Work Section 6, Place of Performance vs. Section 1.5, Immediate Requirement and Section

3.2.1.1, Verify & Notify

Page 5 (Sec. 6) vs. Page 2 (Sec. 1.5) and Page 3 (Sec.

3.2.1.1)

Section 6 states the primary place of performance is 'the contractor's facilities, to include those of their subcontractors or joint venture partners.' Section 1.5 separately requires 'physical observation services' to verify debtor address information, and Section 3.2.1.1 lists dated photographs verifying residential address as acceptable RPC evidence – both of which require in-country field presence in

Mexico, Honduras, and Guatemala. Please confirm whether in-country field offices or field personnel conducting physical observation/verification are considered part of 'the contractor's facilities' under Section 6, or whether the Government intends a separate treatment of field/on-site work versus the stated place of performance.

Confirmed. In-country field offices or field personnel conducting physical observation/verification are considered part of 'the contractor's facilities' under Section 6.

10 Attachment 1 - Statement of Work Section 7, Travel Page 5

Section 7 states there is 'anticipated to be no requirement for travel, other than local travel' and that the Contractor bears all travel expenses. Please confirm that 'local travel' is intended to encompass all travel by field personnel within Mexico, Honduras, and Guatemala necessary to conduct the physical observation and verification activities required under Sections 1.5 and 3.2.1, and that no separate travel line item may be invoiced to the Government for this in-country movement.

The Government will not be reimbursing any travel expenses under this contract.

11 Attachment 1 - Statement of Work Section 3.1.1, Locate Page 3

Please confirm that in-country physical verification/field activity is triggered on a per-target basis upon referral of each debtor target (per Section 3.1.1), rather than being performed on a fixed recurring schedule or minimum-frequency basis, so that Quoters can price and staff field operations accordingly.

Confirmed.

12 Solicitation 70B06C26Q000000XX Section I.3 Page 5

Section I.3, Maximum Amount, states that "the maximum amount of services that may be ordered over the life of the anticipated contract will not exceed a total of

$9,000,000.00 (inclusive of all anticipated task orders combined)".

Based on the scope of work and anticipated level of effort, the maximum contract value appears to be relatively low.

a. Could the Government please confirm that the stated contract ceiling is correct?

b. Was the $9,000,000 ceiling established based on historical ordering under the current or predecessor contract?

c. Because incentive payments count toward the $9,000,000 contract ceiling, may Offerors elect to forgo incentive payments to maximize the funds available for performance of the required services, or is participation in the incentive payment structure mandatory?

d. Would the Government consider increasing the maximum contract value?

a. The stated contract ceiling is correct at $9,000,000.00.

b. No.

c. Offerors may forgo the incentive payments. The mechanism to do so will be to include 0 in the incentive percentage fields.

d. Not at this time.

13 Attachment 1 - Statement of Work Section 3, Scope of Work ('printed flyer') vs.

Section 1.5, Immediate Requirement ('written flyer') vs. Section 5.1.1, Deliverables

Page 3 (Sec. 3) vs. Page 2 (Sec. 1.5) vs. Page 4 (Sec.

5.1.1)

Section 3 requires the debtor notification to be delivered through a 'printed flyer,' while Section 1.5 separately refers to a 'written flyer' and Section 5.1.1 references only a 'draft template flyer' without specifying a medium. Please confirm whether the Government requires the approved bilingual flyer to be delivered as a physical, printed document (e.g., hand-delivered or mailed to the verified address), or whether electronic delivery (e.g., email or PDF) to a verified contact satisfies this requirement once Right Party Contact has been established, and whether the delivery method may vary by case depending on which contact channel (physical address vs.

phone/email) was used to verify the target.

Delivery method may vary by case depending on which contact channel (physical address vs. phone/email) was used to verify the target.

Section II.33, Clause 3052.240-71;

Section II.34, Clause 3052.240-72

SOW Section 3.1-3.2 (Locate, Verify & Notify)

Section 10, Data Rights

Page 3 (SOW) vs. Page 21- 22 (3052.240-71) vs. Page 5

(SOW Sec. 10)

The SOW's Locate and Verify & Notify tasks require field personnel in Mexico, Honduras, and Guatemala to be given each target's name and last-known address (PII) in order to physically locate and verify the individual, and such field personnel may be foreign nationals employed directly or by a subcontractor/teaming partner.

Clause 3052.240-71(k) restricts non-U.S. citizen access to DHS IT systems absent a waiver, while paragraph (c) requires 'all Contractor employees' with access to CUI to complete a background investigation, and SOW Section 10 restricts disclosure of contract data to any 'third party' without CBP's prior written permission. Please clarify: (1) whether foreign national field personnel (direct employees or subcontractor/teaming partner personnel) may receive target PII to perform physical locate/verification work, and if so what background investigation or vetting standard applies to such personnel given that a standard U.S. background investigation process may not be available for individuals residing abroad; and (2) whether providing target PII to a subcontractor or teaming partner's foreign national field personnel constitutes disclosure to a 'third party' requiring CBP's prior written permission under Section 10.

CBP will provide a response at its earliest opportunity. In the interim, offerors shall prepare their response as the solicitation is currently written and notate any assumptions made in regards to this issue.

Section 10, Data Rights

Page 3 (SOW) vs. Page 21- 22 (3052.240-71) vs. Page 5

(SOW Sec. 10)

If available, will the Government provide email addresses as part of the Government-furnished information for referred individuals? If so, may the Contractor use those email addresses to transmit the Government-approved notification flyer and communicate with individuals as an authorized method of notification?

Yes, if available, the government will provide email addresses. Yes, the Contractor may use those email addresses to transmit the Government-approved notification flyer and communicate with individuals as an authorized method of notification.

Statement of Work Section 3.2 Page 3 Section 3.2 indicates contractor must show evidence of notification delivery, but there is no signature required by the subject or adult cohabitant. This question is to verify our understanding, as signature requirements significantly reduce verified notification results.

The contractor must show evidence of notification delivery, but the government does not require signatures. If utilizing email or physical mail as the method notification, there must be a return of some kind to the agency in order for us to verify the subject is the person that was given the penalty. (e.g. a response with the Penalty Tracking Number/Fee Tracking Number or a selfie or both)

Statement of Work Section 3.3 Page 4 There is no pricing request for section 3.3. Should contractor ignore section 3.3 in its technical response and pricing? If contractor does not respond to section 3.3, will its proposal be ranked as Low or Some Confidence?

Contractors are only paid for Right Party Contact verification. As part of that cost, the contractor is responsible for communication of debt and methods to resolve the debt to the individual. Address the methods to communicate the information in Section 3.3 in its technical response. No additional pricing information is needed.

RFP Section 1.3 Page 61-62 The pricing model is based upon 15,000 cases per Ordering Period, using the base price plus highest incentive percentage to calculate a total cost. There is not a conceivable situation where a contractor will achieve notification for 100% of the cases plus full incentives. Using such a calculation could exceed the maximum amount of $9 million over the life of the contract set forth in Section 1.3.

The 15,000 cases is an estimate of anticipated Task Order volume per ordering period for price evaluation purposes only. If the cost of 30,000 cases (15,000 x 2 ordering periods) exceeds $9,000,000.00, that is fine. However, the Contractor will only be paid per Right Party Contact. At no time will the contractor be authorized to exceed the funding on any task order issued. The value of all task orders issued will not exceed $9,000,000.00.

19 Statement of Work Section 3.2 Page 3 Will there be payment for accounts where contractor cannot meet the verification standards set forth in section 3.2?

No.

Attachment 2- Pricing Schedule N/A N/A 1001 CLIN shows a two-year period, and the intent might have been 8/14/27 –

8/13/28.

Correct. The Period of Performance for Ordering Period 2 is 8/14/27 – 8/13/28. This will be corrected on the final, awarded contract(s).
