This Statement of Work (SOW) for Tracing and Payment Recovery Services (TPRS) under CBP contract 70B01C26Q000000XX establishes requirements for locating and collecting outstanding civil fines, penalties, and apprehension fees from individuals removed from the United States. As of July 2026, DHS has issued approximately $423 million in global penalties and fees, with 66,387 subjects who have outstanding debts and were removed from the U.S. The contractor must be a U.S.-registered company providing enhanced skip-tracing services in Mexico, Honduras, and Guatemala (with potential for expansion) to locate deported individuals and those previously unlawfully present who have since departed.
The contractor shall perform three primary task categories: (1) Locate—use lawful tools to identify current or best-available contact/location information and document actions taken; (2) Verify and Notify—establish verified Right Party Contact through photographs, official documents, utility bills, employment records, or other credible documentation, then notify the debtor of outstanding obligations; and (3) Resolve or Recovery—facilitate payment through CBP's pay.gov portal or other approved resolutions, with payments requiring a U.S.-based bank account and proper DHS form submission. Deliverables include party tracking documentation with draft flyer templates (in English and Spanish for Government approval), party communications regarding payment, and regular written reports detailing target acceptance, locate completion, verification/notification status, resolution/recovery outcomes, and final disposition. The contract term is estimated September 1, 2026 through August 31, 2028, with performance periods specified at the Task Order level. The contractor must complete DHS Form 1100-6 Non-Disclosure Agreements for all personnel, comply with all applicable data collection and privacy laws, disclose skip-tracing methodologies, meet locality licensing and bonding requirements, and indemnify the Federal Government from third-party liability. All data obtained or produced remains exclusive Government property with unrestricted rights to use, modify, and create derivative works.

70B01C26Q000000XX Attachment 1 Statement of Work (SOW)
Version 1
31July26 / Version No. 001 2
1. BACKGROUND
1.1 The U.S. Department of Homeland Security (DHS), through U.S. Customs and Border
Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE), maintains authority to assess and collect civil fines, penalties, and specific apprehension fees related to violations of immigration law. These measures are part of broader efforts to address illegal immigration and enforce compliance with United States (U.S.) immigration statutes. The total estimated dollar value of DHS issued global penalties and fees is $423M as of July 2026. Total estimated subjects who have been issued a combination of civil penalties and fines from CBP which remains outstanding and who were removed from the United States as of July 2026 is 66,387.
1.2 Population Subject to Civil Fines and Penalties (CF&P)
Pursuant to Executive Order 14159, DHS is directed to ensure the assessment and collection of civil fines from aliens who are unlawfully present in the U.S., have engaged in illegal immigration, or have facilitated such presence.
1.3 Population Subject to Apprehension Fees (Fee)
DHS published a Notice of Immigration Fees authorized under the One Big Beautiful Bill Act of
2025. Additionally, DHS has implemented a fee applicable to specific categories of aliens encountered.
1.4 Current Collection Efforts
CBP has task orders with three Private Collection Agencies (PCAs) for ICE and USBP issued penalties and related fee debts. The PCAs start with a domestic address for ICE issued penalties to pursue collections. If the individual is located outside the U.S., the PCAs will attempt to send a letter and attempt to call. However, as of July 2026, PCAs have not located any individuals outside of the U.S. CBP does not have any contracted PCAs operating outside of the U.S.
1.5 Immediate requirement
CBP and USBP have an immediate need for Tracing Services and Payment Recovery (TSPR)
Services.
The U.S. Government-furnished last-known address and other debtor information will be utilized with commercial data verification and physical observation services to verify the debtor target individual’s address information, investigate alternative address information, and provide a written flyer about outstanding fees and payment options. The flyer shall reflect CBP online payment option as outlined in SOW section 3.3 and meet any other Government-specified content requirements.
2. PURPOSE
The purpose of this contract is to establish a service contract with a contractor to locate deported individuals outside of the United States, as well as individuals found to have been previously unlawfully present in the United States who have since departed the United States, verify Right Party
Contact, notify the individual of the applicable fee/fines or other debt payment details, and resolve assigned targets/accounts while ensuring accountability, transparency, and measurable outcomes.
