RFP 70B01C24R00000145 VENDOR QUESTIONS AND GOVERNMENT RESPONSES

VENDOR QUESTION

Does CBP plan to award the contract to a single provider for all 46 POE locations listed within the Price Sheet (Attachment 2 – page 1)? If not, how will the locations be awarded/allocated/split amongst contractors?

GOVERNMENT RESPONSE

Per Page 2 of RFP 70B01C24R00000145 I.2 CONTRACT TYPE: The solicitation’s resultant contract will be a single Indefinite Delivery Indefinite Quantity (IDIQ) contract. Single Indefinite Delivery Indefinite Quantity (IDIQ) contract means the contract will be awarded to one (1) contractor ( aka vendor/provider).

VENDOR QUESTION

For the 46 POE locations listed within Attachment 2 – Price List---will you please advise how many Smart Safes and/or Recyclers are used at each location? (for example 2 Smart Safes, 1 Recycler, etc.)

GOVERNMENT RESPONSE

The number of Smart Safe recycler vs deposit models should be estimated to be one per data row in the price list spreadsheet. Also refer to note at the bottom of the price list spreadsheet “The total number of ports/locations is an estimated number for the life of the IDIQ contract and does not represent a guaranteed amount. Funding will be obligated directly to individual task orders at time of task order award. CBP anticipates implementing the various roll-out groups on a task order basis. CBP anticipates rolling out the Smart Safes sequentially in phases throughout the five year period of performance based on the roll out group numerical order. CBP anticipates leasing a combination of Recycler and Non-Recycler (Deposit) models during the life of the contract."

NOTE. The 46 locations has been reduced. See RFP 70B01C24R00000145 Amendment One(1)) and 70B01C24R00000145 Attachment 2-Smart Safe Price Sheet Revision 1.

VENDOR QUESTION

For the 46 POE locations listed within Attachment 2 – Price List –--- will you please advise how many courier pickups/drops-offs occur per week to support the operation? (for example 3 visits per week, 7 visits per week, etc.)

GOVERNMENT RESPONSE

Per SOW 3.5.2 “Courier Service - The Contractor shall manage the scheduling of courier services. Courier services are to be scheduled once per week, included within the base Monthly Service Price, with the option for CBP to increase the number of scheduled courier pick-ups at any site as needed.

In addition, per 3.5.2.1 Capacity Reduction - Unscheduled “Out of Cycle” service will be necessary for any site that has reached full capacity prior to the regularly scheduled courier. The contractor shall provide one unscheduled Out of Cycle service per month at no additional cost, for any site that has reached full capacity prior to the regular scheduled courier visit. Contractor shall invoice CBP for additional monthly unscheduled Out of Cycle courier service requests.

In addition, per 3.5.2.2 Large Seizures - Unscheduled “Out of Cycle” service will be necessary for any site that collects a large “seizure” amount that will exceed the capacity of the Smart Safe and must be manually deposited into the associated drop safe. The contractor shall provide one unscheduled Out of Cycle service per month at no additional cost, for any site that collects a large seizure prior to the regular scheduled courier visit. Contractor shall invoice CBP for additional monthly unscheduled Out of Cycle courier service requests

VENDOR QUESTION

We are currently working on gathering our questions and putting together a response, but we want to confirm the dates in the solicitation are accurate.

Please confirm questions are due on August 26, 2024, at noon ET and the proposal is due on August 29, 2024, at 5 PM ET.

If this is accurate, we would like to confirm that our questions will be answered by August 27th.

We need at least a day to review and incorporate the answers into our response. In addition, we would like to request that the contracting team provide a two-week extension for the proposal due date and a two-day extension for questions due date. The additional time would allow us to work with the various vendors we manage to ensure we provide a solution that will meet all requirements and negotiate the most advantageous structure for the Department of Homeland Security, Customs, and Border Protection.

GOVERNMENT RESPONSE

Proposal due date is revised from August 29 to August 30, 2024, 6pm ( See RFP 70B01C24R00000145 Amendment One(1)).
