This is an Invitation to Bid (ITB) for a Statewide Price Agreement issued by the State of New Mexico General Services Department Purchasing Division for the New Mexico Environment Department's State Parks Division. The ITB seeks bids for one Four-Wheel Drive Backhoe Loader with an extendable dipper stick meeting specified minimum requirements. Bids are due by August 7, 2026, at 2:00 p.m., with a formal sealed bid opening to follow immediately via Microsoft Teams. The successful bidder must be an authorized dealer with an established dealership, parts, and service facilities in New Mexico, staffed with Original Equipment Manufacturer-certified mechanics. Each unit must be delivered with three complete sets of keys, one technical manual, one parts book, and one operator's manual. Dealer preparation and conditioning are required prior to delivery, including filled fuel and Diesel Exhaust Fluid tanks and tested engine shutdown systems. The contract term is one year from the date of award with options to extend for three additional years on a year-to-year basis at the same price, terms, and conditions, not to exceed four years total. Equipment must be delivered within 180 working days of order receipt, with late delivery penalties of $25 per unit per day assessed for failure to meet this deadline.
Pricing must be submitted in the Excel Items Spreadsheet provided, with bidders permitted to submit responses for up to three models per item. The base unit price and optional add-on or deduct pricing for numerous attachments and modifications—including service plans, spare tires, snow equipment, hydraulic breakers, and backup cameras—must be clearly itemized. Unit prices exclude New Mexico Gross Receipts Tax and local option taxes, which shall be added separately as invoice line items at applicable rates. The contractor must maintain fixed pricing for each year of the agreement; thereafter, pricing may be adjusted no more than once annually through amendment at renewal, with increases not to exceed 10 percent and requiring substantiating evidence of demonstrable market changes. The unit must include a minimum two-year full bumper-to-bumper warranty on all parts and labor, with powertrain components warranted for five years and 2,500 hours minimum. All replacement parts must be provided within five working days during the warranty period, and warranty repairs must be completed within five working days of receipt, or the vendor must provide a like unit at no cost. All bids must include a valid, signed W-9 Form, and vendors must electronically submit bid documents through the eProNM system by the stated deadline with no late submissions accepted.
