About this file
This is a Scope of Work document for a Request for Qualifications (RFQ) issued by the City of Arlington Water Utilities Department in Texas for engineering services related to the 2026 Sanitary Sewer Basin Evaluation Project (Project 26-0216 & WUWS26004). The City seeks qualified engineering firms to evaluate approximately three identified sanitary sewer basins exhibiting high inflow and infiltration during rainfall events, encompassing approximately 160,000 linear feet of public sanitary sewer main and 450 public manholes. The scope of work includes flow and rainfall monitoring and analysis, manhole visual condition assessments, closed-circuit televising of sanitary sewer pipe, condition assessment of sanitary sewer pipe, smoke and dye water testing, and preparation of a comprehensive remediation plan. Responses must be submitted in PDF format with specific naming conventions, organized to include a cover letter (one page maximum), team organization section (three pages maximum), project experience section (up to four recent projects, two pages each), and project approach section (three pages maximum). The document does not specify explicit response deadlines, award dates, site visits, or bidders' conferences; however, it indicates that no site visits will be conducted and that the City reserves the right to request presentations and additional information from selected firms during evaluation.
The RFQ does not specify pricing terms, set-asides, or funding sources. The City reserves discretionary authority to select one or more firms for further consideration and good faith contract negotiation, with a 21-calendar-day window to negotiate satisfactory fees following selection notice. Responding firms must possess required professional licenses to practice in Texas and certify they are not debarred or suspended from federal, state, or local participation. The City's standard Engineering Services Contract will govern the engagement, with particular emphasis on insurance requirements that consultants must review prior to submission. The City reserves the right to terminate the RFQ process at any time and will not be liable for costs associated with responses, presentations, or negotiations. Consultant team continuity is required, with the City verifying team availability and reserving approval rights over any proposed team modifications prior to contract execution.

REQUEST FOR QUALIFICATIONS
FOR THE
2026 Sanitary Sewer Basin Evaluation
PROJECT 26-0216 & WUWS26004
1.0 GENERAL INFORMATION
The City of Arlington Water Utilities Department desires to obtain your firm’s contact information and qualifications to complete engineering evaluation of identified sanitary sewer basins exhibiting high inflow and infiltration during rainfall events. The sanitary sewer basin evaluation will include flow and rainfall monitoring, manhole and pipe inspection, smoke and dye testing, inflow and infiltration source quantification, and recommended remediation plan for eliminating infiltration and inflow sources.
The City reserves the right to retain all responses and to use any ideas included in a response regardless of whether that response is selected. Submission of a response indicates acceptance by the firm of the conditions contained in this request for qualifications (RFQ), unless clearly and specifically noted in the response and confirmed in the contract between the City and the firm selected.
Each responding firm certifies by submission of their qualifications that neither it nor its principals are presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction by any Federal, state, or local department or agency.
Respondents must possess the required professional license(s) to practice in Texas.
2.0 PROJECT SCOPE
The City of Arlington requires engineering services to complete engineering evaluation of approximately three (3) identified sanitary sewer basins exhibiting high inflow and infiltration during rainfall events.
The basins contain approximately 160,000 linear feet public sanitary sewer main and 450 public manholes. The scope of work includes the following:
1. Flow and rainfall monitoring and analysis to assess severity of inflow and infiltration.
2. Manhole visual condition assessment to identify and quantify sources of inflow and infiltration.
3. Closed-circuit televising of sanitary sewer pipe.
4. Condition assessment of sanitary sewer pipe to identify and quantify sources of inflow and infiltration.
5. Smoke and dye water testing to confirm inflow and infiltration sources.
6. Prepare a comprehensive remediation plan for prioritizing elimination of inflow and infiltration sources.
The project scope described above is intended to be general and a detailed scope will be created during contract negotiations with the selected firm.
3.0 PROPOSAL SUBMITTAL REQUIREMENTS
Deviation from the submittal requirements and directions in this section will result in disqualification.
If you have more than one office in the region, please coordinate one response and provide one point of contact. The City may select more than one firm for further consideration based on responses to the information requested in this document, and at the City’s discretion, may be given the opportunity to make a presentation and answer questions from the selection committee. The City will then select a consultant or consultants from the pool and work in good faith with the successful consultant to negotiate an appropriate scope of work and fee for the project.
Timing of contract negotiations will be dependent upon project schedule. If a satisfactory fee cannot be successfully negotiated with the selected consultant within twenty-one (21) calendar days of notice of selection, the City may move to another consultant and negotiate a contract to perform the work.
