The City seeks to establish multiple non-exclusive agreements on an "as needed" basis to provide comprehensive printing services to all City departments. Services include printing and mail production (mail merge, pre-sorting, ink jetting, graphic design, calendars, annual reports), digital print and copy services (black and white and color copies, binding options, laminating, vinyl and metal signs), and offset printing with high-volume color printing capabilities. Proposers must provide a minimum of one dedicated sales representative, guarantee three to five business day turnaround times from purchase order receipt, offer emergency rush services with six-hour turnaround availability, and provide on-site press checks upon request. All packages must be labeled with purchase order numbers, job order numbers, and ordering department information. The proposal submission must include completed forms (RFP-04, RFP-05, RFP-06), reference letters (minimum of three), statements of qualifications, small business certification documentation if applicable, and a completed bid table (BT-01OP).
The evaluation methodology is based on "best value" criteria with proposals receiving less than 50 percent of available non-price points deemed non-responsive. The City has established a 30 percent small business participation goal, with small business subcontracting weighted at up to 25 points. Additional evaluation factors include cost (15 points), ability to meet the City's needs (25 points), qualifications and experience (20 points), and customer service and communication (15 points). The historical five-year average spend for these services is $5,206,276.52. Proposers must warranty all work and products, repair or replace defective items within 24 hours at no cost, and meet specified delivery requirements including acceleration of delivery without additional cost when circumstances require. The City reserves the right to negotiate all proposal elements, request best and final offers, and add additional goods or services of the same general category based on submitted discount and price sheets.
