About this file

This is a Questions and Answers document for RFP 26-032 Home Base Mental Health Services issued by the Bibb County School District (BCSD) in Georgia. The RFP seeks a qualified vendor to provide home-based mental health services for middle and high school students. The proposal due date is March 17, 2026, with a tentative contract effective date of April 15, 2026 or later, depending on the approval process. Public responses to bidder questions will be posted for all vendors to access.

Regarding pricing and staffing, BCSD has allocated approximately $240,000 for this project, though no guaranteed funding ceiling has been established. Vendors should submit cost proposals based on actual per-session rates, with the final contract amount dependent on services delivered. The district has not previously contracted for home-based mental health services for this student population and does not have historical billable service level data available. BCSD will consider proposals that include master's-level clinicians practicing under the supervision of a fully licensed LPC, LMFT, or LCSW, including provisionally licensed clinicians (APC, LMSW, or associate-level) working under supervision in accordance with Georgia State law. Vendors must clearly describe their supervision structure, the licensed clinician's involvement in student care, and the frequency of student access to the licensed practitioner.

Q & A_1

RFP 26-032

Home Base Mental Health Services

1. As a DBHDD-approved Core Service Agency, may therapists who are not yet independently licensed—but are actively pursuing licensure—provide services under the supervision of a fully licensed practitioner, or is independent licensure required for all therapists under this proposal? BCSD will consider proposals that include master’s-level clinicians practicing under the supervision of a fully licensed LPC, LMFT, or LCSW. Vendors must clearly describe in their proposal the supervision structure, the licensed clinician’s involvement in student care, and how often the student will have access to the licensed practitioner.

2. The RFP lists a proposal due date of March 17, while the project start date appears to be March 15. Can you clarify the intended start date of the contract?

The contract effective date is tentative and will begin as soon as possible following RFP review, any necessary approvals, and contract award. While the RFP initially referenced March 15, 2026, the revised tentative start date is as early as April 15, 2026, though the actual date may be later depending on the approval process.

3. Will responses to bidder questions be posted publicly for all vendors or distributed only to vendors who submitted questions? Responses to bidder questions will be posted publicly for all vendors.

4. Is there an estimated budget, funding ceiling, or historical contract value associated with this project? While BCSD has not established a guaranteed funding ceiling, approximately $240,000 is available for this project. Vendors should submit cost proposals based on actual per-session rates, and the final contract amount will depend on services delivered.

5. Could the County provide any information regarding historical or current billable service levels, such as average number of sessions per participant, typical duration of engagement, or annual spend for these services? Historical or current billable service levels vary based on student needs, and BCSD has not previously contracted for home-based mental health services for middle and high school students. If such services were provided through contracts in the past, BCSD does not currently have access to those records. Vendors should base proposals on their operational capacity and proposed per-session rates.

6. May provisionally licensed clinicians (e.g., APC, LMSW, or associate-level clinicians) provide services under the supervision of a fully licensed clinician in accordance with Georgia State law? BCSD will consider proposals that include master’s-level clinicians practicing under the supervision of a fully licensed LPC, LMFT, or LCSW. Vendors must clearly describe in their proposal the supervision structure, the licensed clinician’s involvement in student care, and how often the student will have access to the licensed practitioner.
