About this file

The document is a Request for Proposals (RFP) issued by the Boulder County Public Works – Engineering Division for the Eldorado Springs Public Improvement District, seeking a responsible operator in charge (ORC) for the Eldorado Springs sewage treatment plant and sewage collection system. The RFP covers the operation, maintenance, and management of a 0.32 Million Gallons per Day (MGD) Fluidyne Sequencing Batch Reactor (SBR) system, including grinder pumps, collection mains, and electrical control boxes. The town's objective is to select a respondent who will provide technical support, ensure regulatory compliance, improve maintenance, and reduce the county's risk exposure from potential operator errors.

The wastewater treatment facility, constructed in 2007, currently serves 96 households in Eldorado Springs and was developed in response to a state warning about failing individual wastewater treatment systems. The facility includes underground treatment tanks, a small control building, and a supplemental ultraviolet treatment step. The project stems from a Local Improvement District (LID) formed in 2008, which is set to dissolve on December 31, 2025, with a Public Improvement District (PID) to be established in 2024. The facility is permitted for a 30-day average of 0.032MGD through the Colorado Department of Public Health & Environment (CDPHE) and is designed to treat residential waste streams with regular sludge hauls to remove solids from the system.

Project Description and Overview The Board of County Commissioners for Boulder County (BOCC) is the board of directors for the Eldorado Springs Public Improvement District. As such the Boulder County Public Works – Engineering Division (County) is seeking Requests for Proposals (RFP) from firms providing responsible operator in charge (ORC) services for the Eldorado Springs sewage treatment plant and sewage collection system (WWTP). The WWTP is a 0.32 Million Gallons per Day (MGD) Fluidyne Sequencing Batch Reactor (SBR) serving the community of Eldorado Springs.

This RFP covers the operation, maintenance and management of:

• The SBR system

• Grinder pumps

• Collection mains

• Electrical control boxes

The following documents are included with this RFP:

• Attachment A: Discharge permit (currently under administrative extension by Colorado Department of Public Health & Environment (CDPHE))

• Attachment B: Plans and specifications for the wastewater treatment plant

• Attachment C: Collection system “As Built” plans

• Attachment D: WWTP Operations and Maintenance Manual

• Attachment E: Spreadsheet listing components of the WWTP, including date of installation and expected replacement date

• Attachment F: Insurance requirements

The Town's ultimate objective is to select a respondent who will provide a strong technical support team, ensure the WWTP operates in compliance with all relevant regulations, improve maintenance and provide efficiencies. The County wants to reduce its exposure to risks from possible operator errors related to compliance and safety. The County seeks qualified firms to maintain and operate the SBR; inventory and order chemicals; conduct routine sampling, testing and reporting to the CDPHE, NetDMR, and Boulder County; and respond routinely and on an emergency basis to ensure consistent wastewater service to the members of the Eldorado Springs Public Improvement District (PID).

Background Eldorado Springs is an unincorporated townsite in Boulder County, Colorado, situated south of Boulder, Colorado and west of CO 93 in the South Boulder Creek watershed. A statutory Local Improvement District (LID) was formed in 2008 in response to a warning of condemnation by the state due to a majority of failing private individual Onsite Wastewater Treatment Systems (OWTS). The county worked with the townsite to create the LID, construct a wastewater treatment facility and install a collection system consisting of service lines, a delivery main, and individual site power feeds and grinder pumps. In 2024, the LID voted to establish a PID after the LID dissolves on December 31, 2025.

Constructed in 2007, the facility currently serves 96 households in Eldorado Springs. The treatment plant consists of underground treatment tanks and a small building which houses plant controls as well as a supplemental ultraviolet treatment step which was added after the initial facility construction was complete. (See attached as-built drawings for additional information on plant components and layout.) The facility is a SBR package plant designed and manufactured by the Fluidyne High Performance Corporation. The facility was constructed to accept and treat residential waste streams and is permitted for a 30 day average of 0.032MGD through CDPHE. Sludge hauls are scheduled regularly to remove solids from the system.
