About this file
This is a Historically Underutilized Business (HUB) submittal requirements document issued by the City of Brownsville Procurement Department in October 2025 for the Coffee Road at Paredes Line Road Traffic Signal Improvements Project in Texas. The document outlines the City of Brownsville's policy to promote and encourage contracting and subcontracting opportunities for HUB firms in all contracts. The project involves modernizing and replacing existing traffic signal infrastructure at the intersection to improve traffic operations, safety, and pedestrian accessibility, including upgrades to signal equipment and related appurtenances in accordance with applicable federal, state, and local standards. The procurement will be conducted through sealed competitive bids and will be subject to the State of Texas Statewide HUB Program administered by the Texas Building and Procurement Commission.
If the Procurement Department determines that subcontracting opportunities are probable for this project, a HUB Subcontracting Plan is required as a mandatory element of the contract. Bidders are directed to conduct HUB searches using the Texas Certified Public Accountant search portal at the provided link, specifically selecting Cameron County to identify certified HUB vendors and subcontractors. This requirement ensures compliance with state and local policies promoting utilization of historically underutilized businesses in public contracting opportunities.
