About this file

This is a Heat Protection Safety Requirement Guidance document for an Intersection Improvement project at Prairie Drive and Windfern Road managed by Harris County Precinct 1 in Texas (UPIN 24101MF3MD01). The document establishes mandatory safety requirements that all bidders and vendors must acknowledge and agree to follow upon submission of their bids. The project requires inclusion of comprehensive weather-related safety provisions within the project Safety Plan to protect workers from extreme heat, cold, and other adverse weather conditions throughout project execution.

At minimum, the Safety Plan must include provisions for preventing heat-related and cold-related illnesses among workers. When temperatures or heat index values exceed 90 degrees, the Prime Contractor must develop a project-specific Heat Awareness Plan that addresses acclimatization, water availability, rest periods, and shade provisions. During extended periods of adverse weather conditions, the Prime Contractor is required to provide necessary accommodations to workers as determined appropriate for the circumstances. Vendors acknowledge their agreement to comply with these heat protection safety requirements through signing the Bid Acknowledgement form at the time of bid submission.
