About this file

This is a Substance Abuse Testing Certification document issued by the Federal Transit Administration (FTA) under 49 CFR 655.83, applicable to Broward County Transportation Department's temporary personnel services contract. The certification establishes requirements for contractors and subcontractors performing safety-sensitive functions in transit operations to implement and maintain compliance with FTA's "Prevention of Alcohol Misuse and Prohibited Drug Use in Transit Operations" regulations under 49 CFR Part 655. Safety-sensitive functions covered include operating revenue and non-revenue service vehicles, controlling dispatch or movement of revenue service vehicles, maintaining revenue service vehicles and equipment, and carrying firearms for security purposes. Contractors must certify annual compliance with 49 CFR Part 655 before March 15 and submit Management Information System (MIS) reports no later than February 15 to Broward County. The undersigned contractor agrees to produce all necessary documentation to establish compliance, permit inspections of facilities and records by authorized representatives of the County, U.S. DOT, and the Florida Department of Transportation, and require all subcontractors at all tiers to maintain the same compliance certifications.

The certification document serves as a mandatory compliance requirement for all contractors and subcontractors providing testing services or performing safety-sensitive activities on the Broward County temporary personnel services contract. No specific pricing terms, set-aside information, or funding amounts are detailed in this certification form, as it functions solely as an attestation of adherence to federal substance abuse testing and prevention regulations. The document requires signature by the contractor's authorized official with date, name, and title to formalize the commitment to comply with federal oversight agency requirements and permit ongoing monitoring and inspection of the drug and alcohol testing program.
