About this file
This is a risk analysis and mitigation plan template provided by the Secretary's Office of Global Women's Issues (S/GWI) for grant recipients to assess and address potential risks in their project implementation. The template focuses on six key risk categories: risks affecting participants, risks affecting stakeholders/community members, risks affecting project objectives, risks affecting project outcomes/outputs, risks affecting the organization, and risks affecting safety and security of personnel.
The template provides illustrative questions and sample mitigation actions for each risk category, with particular emphasis on gender-specific considerations and safeguarding measures. Key areas of focus include participant safety both online and offline, cyber/digital security, political and bureaucratic obstacles, harmful cultural norms, financial management compliance (2 CFR 200), terrorism financing risks, and conflict-related security concerns. The template is designed to support recipients of the Women for PEACE program, which aims to advance women's participation in conflict mediation and negotiation processes under the Department of State's Office of Global Women's Issues grant opportunity (DFOP0017088).

Examples include re-scoping the proposed project; working with trusted implementing partners that will take certain risk mitigation measures; scaled assistance / disbursing funds in tranches; screening and/or vetting subaward grantees, contractors/subcontractors, vendors, certain or all beneficiaries, or other parties; provisions in agreements with contractors/grantees that provide for certain due diligence, oversight, monitoring, reporting; restrictive clauses or termination provisions, etc.
