About this file

Attachment F - Technical Reply is a comprehensive technical response template for the Florida Department of Management Services (DMS) Request for Proposal No. DMS-24/25-312 for Medicare Advantage Prescription Drug (MA-PD) Plans. The solicitation seeks fully-insured HMO and PPO plans targeting 25,192 Medicare-eligible state retirees, with an anticipated contract implementation date of January 1, 2026. The document provides a detailed technical questionnaire spanning nine major sections including business model, implementation, account management, customer service, data interfaces, claims processing, audits, contract termination, and additional plan benefits. Respondents are required to submit a detailed portfolio addressing 64 specific technical questions, with submissions evaluated based on a weighted scoring system across multiple operational domains.

The procurement targets a three-year initial contract term from January 1, 2026, to December 31, 2028, with potential three-year renewal options. The evaluation methodology will score proposals 40% on technical merit and 60% on cost, with an estimated annual contract value of approximately $8,000,000 and monthly premiums not exceeding $430 per member. Vendors must meet minimum qualifications including current healthcare accreditation, a minimum 3.5 CMS Star Rating, and experience covering at least 80,000 lives. The state intends to award contracts to multiple respondents to ensure comprehensive coverage across all Florida counties, with particular focus on sixteen counties currently lacking HMO MA-PD coverage. Vendors must maintain substantial insurance coverage, including $5 million in commercial general liability and professional indemnity insurance, and demonstrate strict compliance with HIPAA, HITECH Act, and Florida Statutes.
