(U) Purpose: The Program Management Plan (PMP) describes the Contractor’s management approach for managing the project from contract award through development culminating in t operations, maintenance, and sustainment activities. The PMP should address the development methodologies, increment/release planning methodology or other delivery cadence approaches. Additionally, the PMP should address organizational construct roles & responsibilities, business processes and management controls.

(U) The PMP shall address, but not limited to, the following areas:

· (U) Resources Management approach, including:

· Organizational structure

· Staffing, key personnel, retention, and training plan

· Subcontractor/associate contractor management

· Organizational Conflict of Interest management and risk mitigation approach

· Data Rights Plan to address all Commercial Off the Shelf (COTS) components (technical data, software, or hardware), their functionality, and their proposed use in the system supporting the RMF process

· (U) General Management, Systems Engineering, and Integration approach including:

· Communication/collaboration approach with Government, other AFC contractors, and stakeholders

· Agile management framework implementation, if applicable, to align with Government practices and procedures

· Systems Engineering and Integration for AFC lifecycle readiness events and activities

· Configuration/change management approach

· Proposed metrics to be collected and reported during contract execution

· Risk and Opportunity management approach to ensuring schedule and requirements are met

· Integrated Master Schedule, schedule management and processes for ensuring identified milestones are met

· Process for selecting, procuring, installing, and maintaining Government-approved system hardware and software

· (U) Cost accounting management approach

· Process for monitoring, controlling, and reporting costs and fees

· Description of the integration of Earned Value Management (EVM) with Agile processes

· Operations and sustainment of multiple physical and virtual environments

(U) Purpose: The Contractor shall deliver and maintain the IMS covering all AFCGI contract scope with explicitly identified external dependencies, integration specific tasks, programmatic interfaces, system task interrelationships, reviews, milestones and deliverables, and clearly identified primary and secondary critical paths to key delivery dates.

(U)The Contractor shall ensure Giver/Receiver content is included in the IMS (A002). The Contractor shall provide monthly versions of a giver/receiver list, coordinated with SDA, each SV Contractor, and external partners for all external dependencies including need dates, commitment dates, and impacts if not achieved.

(U) The IMS shall include descriptions and display summary, intermediate, and detailed schedules, include a numbering system that provides traceability to the CWBS and SOW. The IMS shall be used to verify achievability of contract objectives and to evaluate progress toward meeting those objectives. The IMS shall contain tasks down to the “feature” level with key activity milestones, accomplishments, and discrete tasks from contract award to completion.

(U) BLOCK 4: The IMS shall be delivered as a Microsoft Project file.

(U) Purpose: The Contractor shall conduct monthly Program Management Reviews (PMRs) to provide the Government insight into Contract activities. The Giver/Receiver management portion of this CDRL includes updating and managing items needed throughout between internal and external stakeholder to facilitate project success for AFCGI and related SVVs.

The PMR shall cover topics including but not limited to:

· Program/System status and milestone status/preparedness

· Preparation and updates to the Giver/Receiver status

· Program risks (technical and programmatic), Issues & Opportunities

· Identification and status of Technical Performance Measures

· Key system design trades

· Requirements development, test, and verification status

· GEP monthly activity and maintenance reports

· Contractor IMS and performance to schedule (to include the G/R dates)

· Metrics Reporting

· Staffing profile and updates

(U) The Contractor shall conduct monthly Business Management Reviews (BMRs) and shall report, but not limited to, the following data:

· Performance to IMS

· Contract status and financial status

· Summarized CPR Earned Value (EV)

· Planned Value (PV)

· Cost Performance Index (CPI)

· Schedule Performance Index (SPI)

· Estimate to Complete (ETC)

· Estimate at Completion (EAC)

· Identify any program variances

(U) The Contractor shall submit the CWBS in accordance with the DID listed in block 4. In addition to the file formats listed in the DID, the contract may develop and submit a stand-alone Microsoft Excel file (extension “.xlsx”).

(U) Purpose: The Program Protection Implementation Plan (PPIP) documents the security strategy to protect all data, sources, methods, and personnel supporting SDA under this contract at the various Contractor and Government operations locations. The PPIP describes how these elements will be applied to ensure that all data, sources, methods, and personnel supporting this contract are protected and include aspects of, but not limited to:

· Contractors approach to physical, personnel, and facilities security

· Cyber and Information assurance

· COMSEC

· Information and data security (including any subcontractor/associate contractor processes and procedures

(U) Purpose: The Data Accession List (DAL) provides an index of technical data and computer software as defined in FAR52.204-8 and FAR52.227-15 referred to hereafter as “data.” It is a medium for identifying Contractor internal data which have been generated and/or used by the Contractor to perform the work effort described in the statement of work. All documentation and data produced or prepared by the Contractor or any of their subcontractors under this contract shall be the property of the Government and have, at a minimum, Government Purpose Rights.

(U) BLOCK 2. This CDRL is an index of the data that was generated in the performance of the SOW, above and beyond that data delivered in a CDRL.

(U) Purpose: The Contract Funds Status Report (CFSR) is designed to supply contract funding data for the purpose of:

a. Updating and forecasting contract funds requirements;

b. Planning and decision making on contract funding changes;

c. Developing funds requirements and budget estimates in support of approved programs;

d. reconciling cost data reported in other Contractor financial reports.

The CFSR provides the Government with visibility into the Contractor’s actual and forecasted expenditures for labor, materials, travel, and other contract charges. This CDRL is a monthly review of the financial status of the contract. Content shall be consistent with the financial data reported in Business Management and Program Management review reports. The Contractor shall include but not be limited to the following; monthly planned hours and costs (cost, fee, total), by total contract, CLIN, sub-CLIN and CWBS summarized by contract period, contract to date, and Government fiscal year. CFSR reporting shall apply to all cost reimbursable CLINS.

(U) Purpose: The Contractor shall implement an Earned Value Management (EVM) system in compliance with Electronic Industries Alliance 748 (EIA-748) Standard D, to at least CWBS Level 4. EVM data will only be required for cost type CLINs, and agile EVM program management methodologies and reporting shall be utilized for agile development activities.

The Contractor shall provide, for the cost plus CLINs, the contract performance report supplying earned value cost and schedule monthly. This will include an updated WBS, if required, and a variance analysis report.

The Contractor shall conduct an Integrated Baseline Review (IBR), IAW FAR 34.202, to provide technical content and the related performance budgets, resources, and schedules. The IBR should provide a mutual understanding of the inherent risks in performance plans, the underlying management control systems, and a plan to handle these risks.

For the cost plus CLINs, the Contractor shall generate and provide the Contract Performance Report (CPR) in DD-2734/1(WBS) and DD-2734/5 (Variance Analysis Report) formats. The Contractor shall also provide business management review materials with the contract status that focus on staffing levels, cost, and schedule performance.

The Contractor shall provide an Integrated Program Management Data and Analysis Report. The Integrated Program Management Data and Analysis Report (IPMDAR) contains data for measuring contract execution progress on Department of Defense (DoD) acquisition contracts. The IPMDAR's primary purpose to the Government is to reflect current contract performance status and the forecast of future contract performance. DI-MGMT-81861C (current version) contains the format, content requirements, and intended use of information for the data deliverable resulting from the work task described for the Contractor. Data reported shall reflect the output of the Contractor’s Earned Value Management System (EVMS).

(U) Purpose: The Contractor shall develop and provide the Technical Data Report according to the CSDR Plan and the AFCGI Contract.

BLOCK 9. Distribution D: Distribution authorized to Department of Defense and U.S. DoD contractors only. Other requests for this document shall be referred to the Space Development Agency.

Blocks 10 - 13: Prepare the Technical Data Report (TDR) in accordance with DI-MGMT-82165 (or the most recently approved version) and the OSD Deputy Director, Cost Assessment (DDCA)-approved contract CSDR Plan. The DID, DI-MGMT-82165, is available from the Cost Assessment Data Enterprise (CADE) website at https://CADE.OSD.MIL/Policy/DIDs. The CSDR Plan is included as a contract attachment.

Contractors shall be required to submit Technical Data Reports at frequencies specified in the OSD DDCA-approved CSDR plan and in the contract. The "As of Dates" and "Due Dates" are notional and subject to change. The CSDR plan uses the submission event names as the driving mechanism for the submittal of the cost reports, not the "as of date." In the event of a programmatic schedule slip, the Reporting Entity shall notify the Government Program Office that a date change is needed. It is the responsibility of the Government Program Office to submit a date change request with supporting documentation in the CADE system for the event-driven submission for CAPE approval. CAPE will not issue an updated OSD DDCA-approved contract CSDR plan for revisions based solely on date changes.

Any alternative CDRL identified through the CWIPT process that meets the requirements for technical parameter reporting should be submitted using the CADE CSDR Submit-Review System along with the TDR for each required submission event. Alternative CDRLs can be uploaded as "Other" file types.

All Technical Data Reports shall be submitted electronically using the CADE CSDR Submit-Review System. Only unclassified technical data may be uploaded to the CADE Portal. All Technical Data must be reviewed by the contractor prior to submission to submission for CADE to ensure that aggregation of the technical data does not warrant a higher classification level.

The required file format for each Technical Data Report is specified in its Data Item Description (DID), unless the DDCA-approved CSDR plan specifies another format. Data submitters must register through the CADE website (https://cade.osd.mil) and possess a DoD-approved ECA digital certificate or a DoD-issued CAC to obtain a CADE Portal account and be authorized to upload CSDR content. Users can obtain access by submitting user information about themselves and their organizations to the CADE Portal and requesting a CSDR submitter user role. After the registration information has been verified, CAPE shall authorize the user account and requested role. All CADE Portal accounts need to be renewed at least annually.

Subcontractor Reporting: Prime contractors are responsible for flowing down CSDR requirements contained in their prime contracts to all subcontractors who meet the reporting thresholds specified in the DoDI 5000.73, or as required by the CWIPT. This includes requiring subcontractors to electronically report directly to CADE Portal using the CSDR Submit-Review System.

The prime contractor shall be required to work with the CWIPT and all appropriate subcontractors to prepare separate subcontract CSDR plans for submission to the DCARC for approval.

Technical data will be available to support contractors who work for the Office of the Secretary of Defense (OSD) or the services. Access to the data is only granted while the contractor is supporting a legitimate Department of Defense (DoD) contract, the contractor has a need-to-know, and a Non-Disclosure Agreement (NDA) has been signed with the Government organization that the contractor supports.
