About this file
Summary: Scope of Work for Community Based Peer Support Services
This Scope of Work (SOW) document outlines service requirements for the Utah Department of Human Services Division of Substance Abuse and Mental Health in partnership with local mental health authorities. The contract seeks to deliver community-based peer support services targeting mental health prevention, treatment, and recovery in Health Resources and Services Administration-designated mental health provider shortage areas. The contractor must serve a diverse client population with at least 60% of clients accessing mental health prevention, treatment, and recovery services. Service delivery includes peer support specialists providing evidence-based interventions, recovery coaching, psychoeducation, crisis support, and linkage to additional mental health and substance use disorder treatment services. The contract operates on an annual basis with potential renewal options, with specific performance metrics and outcome measures required to demonstrate service effectiveness and client engagement in recovery-oriented activities.
The SOW establishes detailed staffing requirements, including minimum qualifications for peer support specialists such as lived experience with mental illness or substance use disorders, peer specialist certification or equivalent training, and cultural competency skills. Contractors must maintain client confidentiality, comply with all state and federal regulations, and participate in ongoing training and professional development. Funding sources and reimbursement mechanisms are contingent upon established fee schedules and client census reports. The contract includes performance-based accountability measures, data collection and reporting requirements, and quality assurance provisions. Contractors may be required to serve clients across multiple service settings including outpatient clinics, residential programs, and community-based locations, with flexibility to address emerging service needs and evolving client populations within identified shortage areas.
