About this file
This document outlines business license requirements for the City of Little Rock, Arkansas, in connection with a demolition project at 4412 Asher Avenue. The City of Little Rock requires business licenses for entities conducting work within its jurisdiction, with specific provisions based on the business location and classification. Businesses with physical locations in Little Rock must obtain a license for each location. In-state businesses based in other Arkansas cities may use licenses from their home jurisdiction if those licenses are recognized by Little Rock, or they must obtain a Little Rock license if their home city does not require one. Out-of-state businesses without physical presence in Arkansas must secure a Little Rock license unless they hold a valid license from another Arkansas city. Critically, out-of-state companies need not obtain a Little Rock business license merely to bid on City purchasing proposals; however, if they are awarded a contract, they must obtain a City of Little Rock business license for the duration of the engagement. Non-profit organizations are exempt from licensing requirements.
The specific project involves demolition and debris hauul-off at 4412 Asher Avenue in Little Rock, Arkansas. Any contractor selected for this project must ensure their business license classification is comparable to demolition work and must comply with licensing requirements prior to contract commencement. The contact for questions regarding Little Rock business licensing is the Treasury Division, managed by Scott Massanelli, Treasury Manager, through the City of Little Rock Finance Department.

City of Little Rock Business Licenses Requirements
1. If a business has a physical location in Little Rock, they are required to have a business license for each location.
2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.
If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.
4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.
6. A Non-Profit Organization is exempt from having to obtain a business license.
