About this file
This is a Bid Invitation and Requirements document issued by Gwinnett County Public Schools (GCPS), the largest school system in Georgia with over 140 schools and 182,000 students, for On Demand IT Professional Services. GCPS is seeking qualified suppliers to provide on-demand IT professional services on a demand-usage basis, with no guaranteed minimum volume of work. Bid submissions are due digitally by April 13, 2026 at 9:00 AM EST through Euna Procurement (formerly Bonfire). All questions must be submitted through the Message Center section no later than April 6, 2026 at 9:00 AM EST. The contract term is effective July 1, 2026 through June 30, 2027, with GCPS reserving the right to renew for up to four additional one-year periods for a maximum total term of five years, subject to Board of Education approval. Award will be made to the lowest responsive and responsible bidder, though GCPS reserves the right to reject any or all bids, waive technicalities, split awards, or negotiate terms with the lowest responsive bidder.
Pricing must be submitted on a questionnaire with low and high hourly rates for applicable IT professional roles; bidders may only submit pricing for roles relevant to their firm, and completion of all roles is not required. Pricing must remain firm for the initial contract term, and any failure to maintain firm pricing may result in the bid being declared non-responsive. GCPS requires service providers to submit three current business references, demonstrate experience in the Atlanta market, explain their level of service and account management capabilities, and provide their replacement policy for unacceptable contractors within two business days of notification. Service providers must conduct criminal background checks on all applicants and verify legal work eligibility through E-Verify. Contractors are typically scheduled for 40 hours per week, Monday through Friday from 7:00 AM to 4:00 PM, though hours vary by need. GCPS does not provide visa sponsorship and reserves the right to terminate any contractor at any time. Invoicing occurs monthly with payments made by GCPS upon approval, and GCPS will not pay any fees for employees it hires directly or any additional charges beyond the agreed-upon hourly rate.

Approximate Quantities
• This is a demand usage contract. This will be a ‘DEMAND USAGE CONTRACT” WHERE SERVICES ARE BASED ON NEEDS-GCPS makes no guarantees with respect to the amount or volume of business under any resulting contract.
Cost It is GCPS’s expectation that your firm submits its best pricing at the time of the solicitation. The District understands that external factors may impact your firm’s ability to hold pricing for the term of the contract. GCPS reserves the right to review and accept or deny requests for price changes due to extenuating circumstances in the economy, marketplace, or acts of God. This option will only be exercised if it is deemed in the District's best interest.
o The supplier may request an adjustment in the unit prices/total cost in the event of a cost escalation of the unit price/total cost if such items/materials are subject to circumstances in the economy, marketplace, or acts of God or materially impacted by a tariff that arises after the supplier’s response was submitted to http://www.gcpsk12.org/Page/24587
GCPS. The existence and timing of such unit prices/total cost escalation must be fully documented by the supplier and shall be subject to the following conditions:
o The supplier must provide written notice to GCPS of any anticipated cost escalation within ten (10) days of becoming aware of such escalation;
o The supplier must submit detailed documentation, including supplier quotes or other evidence reasonably acceptable to GCPS, to substantiate the increased costs;
o GCPS shall have the right to verify the cost escalation through independent means;
o Any adjustment to unit prices/total cost shall be limited to the actual increase in costs incurred by the supplier and shall not include any additional overhead, profit or fee; and o The supplier shall undertake all reasonable efforts to mitigate the impact of price/cost escalations, including, without limitation, seeking and/or proposing alternative suppliers or materials where feasible and ordering materials in advance.
o In such case, GCPS and the supplier shall negotiate in good faith to agree on the appropriate adjustment to the unit prices/total cost. If after execution of the price/cost Amendment a tariff or other market condition is subsequently reduced or removed or prices of impacted materials are reduced, supplier must provide written notice to GCPS within ten (10) days of supplier becoming aware of such removal or reduction. GCPS and the supplier shall then negotiate in good faith to agree on the appropriate reduction to the prices/cost, which shall be formalized through a revised award letter in accordance with the terms of the Agreement.
